Dear Mr. Mendenhall:
On July 30, 2019, Vanessa Manuel from the Raleigh Regional Office conducted an inspection of
the Carolina Water Service's wastewater collection system to evaluate compliance with North
Carolina Administrative Code Section 15A NCAC 02T .0403 (Permitting by Regulation). The
cooperation and assistance of David Ryniak and Kenneth Harris during the inspection were
greatly appreciated.
During the inspection, the operators indicated the wastewater collection system consists of
approximately 6,820 feet of gravity sewer and 5 high priority sewer lines. There are no pump
stations or force mains within the collection system.
The subject collection system is deemed permitted by regulation (T15A NCAC 02T .0403) and
is subject to specific criteria in this Rule. The overall conditions of the collection system
inspected were compliant with the subject Rule. North Carolina Administrative Code Title 15A
Subchapter 02T Section .0403 requires collection s)-stem owners to maintain records
documenting compliance with subparagraphs (a)(I) through (a)(9) of the Rule for three years,
except for the collection system map, which shall be maintained for the life of system.
Please ensure all required actions and records are documented and maintained as required by
TI5A NCAC 02T.0403.
We appreciate the Carolina Water Service's efforts to maintain a compliant sewer collection
