REGAN Secretary LINDA CULPEPPER Directar NORTH CAROLINA Environmental Quality July 29, 2019 The Honorable Ralph "Mack" Smith, Jr., Mayor Town of Black Creek PO Box 8 Black Creek, NC 27813 Subject: Compliance Evaluation Inspection Black Creek Collection System T15A NCAC 02T .0403 — PERMITTING BY REGULATION Deemed Collection System Permit WQCSD0010 Wilson County Dear Mayor Smith: On July 23, 2019, Vanessa Manuel from the Raleigh Regional Office conducted an inspection of the Town's wastewater collection system to evaluate compliance with North Carolina Administrative Code Section 15A NCAC 02T .0403 (Permitting by Regulation). The cooperation and assistance of Greg Gates, Operator in Responsible Charge and Utilities Superintendent, during the inspection were greatly appreciated. During the inspection, Mr. Gates indicated the wastewater collection system consists of approximately 20 miles of sewer line (14 miles of gravity sewer and approximately 6 miles of force main), 5 duplex pump stations, one triplex pump station, and one high priority sewer line. The subject collection system is deemed permitted by regulation (T15A NCAC 02T .0403) and is subject to specific criteria in this Rule. The overall conditions of the pump stations inspected were compliant with the subject Rule. North Carolina Administrative Code Title 15A Subchapter 02T Section .0403 requires collection system owners to maintain records documenting compliance with subparagraphs (a)(1) through (a)(9) of the Rule for three years, except for the collection system map, which shall be maintained for the life of the system. Please ensure all required actions and records are documented and maintained as required by Tl5A NCAC 02T T. 0403. The items below show what conditions were noted during the inspection: 1. Reported Sanitary Sewer Overflows. During the period July 1, 2017 through June 30, 2019, there were no reported SSOs. The operators stated there have been no sewer spills from the collection system. 2. Grease Control Program. The Town of Black Creek, hereinafter referred to as the Town, has developed and implements an educational fats, oils and grease program that includes at least bi-annual distribution of educational material targeted at residential EQ: � North Carolina Department of Environmental Quality I Division of Water Resources Raleigh Regional Office 3800 Barrett Drive Raleigh, North Carolina 27609 Town oFBlacLCregk,_WQC$D0010 July 29, 2019 user§--M'6Re-stated the Town does not have any commercial users and has not had a need to develop an enforceable FOG program. 3. Pump Stations Inspected. The following duplex pump stations were inspected: Church Street Sewer Pump Station; Cemetery Street Sewer Pump Station; Yank Road Sewer Pump Station; River Road Sewer Pump Station; and Mallard Lane Sewer Pump Station. The inspector's observations noted in the next 5 items below refer to the five pump stations inspected. Overall, the pump stations were well maintained. The wet wells were free of excessive debris and grease, with the exception of the River Road and Mallard Lane pump stations. The grease should be removed from these wet wells as frequently as needed to ensure proper operation. The inspector did not observe any signs of recent overflow from any of the pump stations. The on -site permanent generators at the Church Street, Cemetery Street, Mallard Lane and River Road pump stations were tested during the inspection, and no issues of concern were noted. The fuel level for each generator was at or near full. The Yank Road pump station does not have an on -site permanent generator but is equipped with a quick hookup for a portable generator. The operators inspect each pump station at least weekly and the permanent generators are load -tested at least once a month. 4. Pump Station Signage. Each pump station has signage clearly and conspicuously posted that identifies the pump station, provides an emergency 24-hour contact telephone number(s), and provides instructions for notification if the visual alarm illuminates and/or the audible alarm sounds, or if an emergency is apparent. The sign at the River Road pump station has faded and cannot be easily read. The Town will need to replace or refurbish the River Road Punnp Station sign to meet the requirements within the subject Rule. 5. Pump Station Restricted Access. The pump station sites, equipment and components were observed to have restricted access. 6. Pump Stations Automatic Polling Feature. The pump stations are equipped with a Supervisory Control and Data Acquisition (SCADA) system that allows the Town routine contact with the pump station from a central location to check the operational status of the communication system. When the high-water alarm was checked at the lift stations, the SCADA system functioned as required. 7. Pump Station High Water Alarms. The pump stations are equipped with audible and visual high-water alarms. During the inspection, these alarms functioned properly. 8. Pump Station Inspection Program. The Town has developed and implements a routine inspection of each pump station that includes the following maintenance activities: cleaning and removing debris from the pump station area and wet well; inspecting pumps and other mechanical equipment; and verifying the proper operation of the alarms, SCADA system and auxiliary equipment. The inspector conducted a cursory review of the inspection logs and observed adequate entries of the date and time of the operator's inspection, observations made, and any maintenance, repairs, or corrective actions taken. 9. Designated Operators. The Town's wastewater collection system is classified as a Grade I Water Pollution Control Collection System, and the designated certified Operator Page 2 of 4 Town of Black Creek, WQCSD0010 July 29, 2019 in Responsible Charge (ORC) and Backup ORC on record are Gregory J. Gates and Richard J. Lucas, respectively. The certification type for each operator is reflected as CS-1 in the Division's data system. The certification status for the ORC is active and for the Backup ORC the certification status is invalid. During the inspection, the ORC stated that Mr. Lucas is no longer the Backup ORC. North Carolina Administrative Code Title l 5A Subchapter 8G Section .0201 requires an owner of a classified water pollution control system to designate one ORC and one or more Backup ORCs certified by the Water Pollution Control System (WPCS) Operators Certification Commission (Commission) of the appropriate type and grade for the treatment system. The rule also requires the owner to submit a signed completed "Water Pollution Control System Operator Designation Form" to the Commission countersigned by the designated certified operators within 120 calendar days following a vacancy in the position of ORC or Backup ORC. Please complete and stibnrit to the Division the attached Water Pollution Control System Operator Designation Form to designate one or more back -tip ORCs. 10. Cleaning Sewer Lines. The Town has developed and implements a program for cleaning the sewer Iines. As the operator indicated during the inspection, based on inspections of the manholes, the collection system operators. with the assistance of the town's fire department, flushed 50% of the sewer lines during calendar year 2018. The sewer lines were jetted in 2017 in an effort to identify any inflow!infiltration into the sewer lines. 11. Overflow Response Plan. The Town has developed and maintains an Overflow Response Plan that includes 24-hour contact numbers. response time, equipment list and spare parts inventory, access to cleaning equipment, access to construction crews, site sanitation and cleanup materials, and post-SSO assessment. 12. Sewer Collection System Map. The Town has developed a map of its sewer collection system. The map includes pipe size, pipe material, pipe location, flow direction, and each pump station identification and location. 13. Inspection of High Priority Lines. As required by l 5A NCAC 02T .0403(a)(5), an inspection of all high priority sewer lines shall be performed at least once every six - months. The only high priority sewer line in the Town's collection system is located near the EvansdaIe Road Sewer Pump Station. The HPL is a sub -waterway crossing. This HPL is observed by the collection system operators when the operators inspect the EvansdaIe Road pump station. 14. Right-of-ways and Easements. As required by 15A NCAC 02T .0403(a)(9), rights -of - way and easements are maintained in the full easement width for personnel and equipment accessibility surrounding the sewer collection system. The ORC stated the _town's_only high -priority sewer line (HPL) is near the Evansdale Pump Station, and when operators visit this pump station, they also conduct a visual inspection of the HPL. However, these visual inspections are not documented. The town should document all insipections as re uired by the Rule.
