Its my understanding that grading and re-vegetating in the Zone 2 Buffer is "allowed" or "exempt". On a previous project, I was advised by DWR staff not to list this in the table of impacts. #3 You have an amazing eye for detail. This was a challenging bit of accounting. The amount of Zone 1 impact requiring mitigation at this location should be 1219 sqft. According to DWR Buffer Interpretation/Clarification #2010-001, if both the buffer impact and wetland impact require mitigation, then the wetland area should be subtracted from the buffer area prior to calculating the buffer mitigation. So the impact to the Zone 1 Buffer is 1341 sqft, minus the 122 sqft portion that is also wetland (buffer impact not requiring mitigation), leaves 1219 sqft of buffer impact that requires mitigation. This will cascade down to the buffer mitigation calculations in Section 6, and 366 sqft less buffer mitigation should be required. Let me know if you have any other questions. Thanks. I noticed one item listed on the impact maps that are not on the PCN: Impact B1, Zone 2, temporary impacts-1,894 square feet (Sheet EX-06) 3.
