After speaking with Mr. Brown on Monday, July 29, 2019 regarding the email below, I would like to request to
reverify our existing NWP 3 for the Bradley Creek reservoir project to include additional temporary impacts for
the installation of a temporary ford to access the Bradley Creek reservoir for the previously permitted
dredging project (SAW -2019-00739 and DWR# 19-0560). The coordinates of the proposed temporary ford
location are 35.371178, -82.671211. The length of stream that would be impacted is 20 feet, however, this
area is already included in the temporary dewatering impacts listed in the PCN application. The width of the
stream at this location is 35 feet.
At this location, Bradley Creek has been recently scoured to an increased width due to multiple large rain
events, which is why a temporary bridge was being considered instead of fording the creek without
modifications. Bradley Creek was previously navigable for machinery and dump truck prior to the rain events
but due to the current condition, modifications are necessary for access.
The temporary ford will be constructed of geotextile fabric and washed ballast stone in the dry creek bed after
the reservoir dewatering is in process. The City of Hendersonville will construct the ford to the specifications
from the NC DEQ Sediment and Erosion Control Manual, Index 6 - Temporary Ford (figure inserted below).
Once the dredging project is complete, the temporary ford will be removed and the site will be left in a
stable condition.

I met the City of Hendersonville employees on site to discuss the upcoming Bradley Creek Reservoir dredging
project that has received both 404 and 401 permits from your respective agencies. Options for the creek
crossing to access the reservoir were discussed today (see attached image). A temporary bridge was planned
to be installed to span Bradley Creek to allow dump trucks and heavy machinery to access the reservoir. Upon
further investigation it was determined that a 50 foot bridge would be needed to span the width of Bradley
Creek. A larger tractor trailer truck would be needed to haul the temporary bridge to the site. Due to
limited accessibility and narrowness of forest service roads, the City has decided to pursue other options.
The preferred option would include a temporary fording installation. The ford improvement would follow the
State's guidelines on temporary fording found here. The existing streambed is mostly bedrock and large
cobble. If this option is feasible to you all, we would need to modify the existing permit to include NWP 33 for
temporary construction access.
Please let me know your thoughts on this and how would should proceed.
