Contact and secure approval from the DWQ prior to transfer of waste to a site not covered in the facility's CAWMP. Operation will be partially or fully depopulated. *Attach a complete schedule with corresponding animal units and dates for depopulation "if animals are to be moved to another permitted facility, provide facility number, lagoon freeboard levels and herd population for the receiving facility 3. If new fields are tole included as an option for lowering lagoon level, add these fields to the PAN balance table and recalculate the overall PAN balance. If animal waste is to be hauled to another permitted facility, provide information regarding the herd population and lagoon freeboard levels at the receiving facility. Irrigation onto existing spray fields witl continue as weather and field conditions permit. Prior to Hurricane Florence, Mr. Stroud's lagoon was approximately37 inches of freeboard, with approximately 30 inches of rain documented from Hurricane Florence from September 14-16. Afterthe storm, Mr. Stroud recorded the freeboard al 8-10 inches and reported to DWR on September 16; however, this recorded level is an estimate and the POA is based or a 10 inch freeboard as recorded by DWR with the uncertainty that Mr. Stroud may have not been in the structural freeboard. By September23, Mr. Stroud had brought the lagoon to 20 inches of freeboard. A follow up inspection from the storm done on October 16 by Steve West documented 10 inches of freeboard on September 16 which additionally noted no discharges, no threats to the structure, and no need for maintenance on the structure.
