Dear Mr. Howard: On February 10, 1995, I purchased 10.42 acres of real property located on U.S. Highway 17 South at Rocky Run Road (S.R. 1221) from Raleigh Federal Savings Bank, and I was assigned the bank's rights in the State's certification issued on December 16, 1994 allowing the filling of 1.22 acres of wetlands. Earlier this week I received from the Land Quality Section of your Washington Regional Office a certificate approving the erosion and sedimentation control plan submitted. I have not started filling the wetlands, but I anticipate doing so in the near future. In the meantime, I wanted to advise you of my acquisition of this property and of the rights in the above referenced certification. I am also advising the Wilmington District Corps of Engineers by separate letter. Enclosed is a copy of the bank's assignment to me which I would appreciate your filing with your records pertaining to the filling of these wetlands.
