FIELD INVESTIGATION REPORT: Mr. Hilton Tetterton (Marlin Harbor) PAGE #2 9. NARRATIVE DESCRIPTION: The applicant's property is located adjacent to a man-made canal which enters Bogue Sound at 508 Morehead Avenue (the Atlantic Beach Causeway) in the Town of Atlantic Beach. The property is approximately 200' on the canal and 135' deep or approximately 0.6 of an acre. The shoreline has been stabilized with concrete bulkhead. An approx. 4' wide floating dock is located adjacent to the bulkhead with associated mooring pilings to accommodate 16 boats. The Blue Marlin Motel was located on this property for a number of years until recently, when it was torn down to make room for the construction of 3 triplexes. Earlier this year the applicant received the necessary approvals from the Town of Atlantic Beach and Carteret County, including a CAMA Minor Development Permit, to construct these units. A CAMA General Permit (#13090), authorizing maintenance excavation, has also been issued to the applicant. Adjacent land use is commercial and a large number of boats tie up to different marinas and docking facilities along this side of the canal. On the opposite shoreline, land use is residential and a large number of boats are also moored to individual docks and piers. The waters of the canal at the project site are classified as "SA" and are closed to the harvesting of shellfish. The applicant proposes to remove all the floating dock and mooring pilings and in their place construct a new fixed pier, approx 200' long x 8' wide, with associated finger piers and mooring pilings to accommodate 9 large boats. An approx. 25' long x 15' wide platform is also proposed to be attached to the pier. The design of this docking facility would provide a boat slip for each unit owner. The pier and pilings would be located on the property line on the north side and the adjacent riparian property owner has waived the 15' setback. On the south side the pilings and the pier would go beyond the project's line but the applicant owns this property also. The pilings would not be located any further off shore than 50' from the bulkhead but they would extend further out into the canal than the present ones. They would be in line with adjacent mooring pilings and should not cause any further navigational hinderance than what exists at the present time. The width of the canal at this location is approx. 180'. 10. ANTICIPATED IMPACTS: The applicant proposes to remove the existing docking system and replace them with a 202' long x 8' wide pier parallel to the existing bulkhead. Four (4) finger piers (measuring 20' long x 3' wide) and associated mooring pilings would provide docking for 9 boats. An approx. 25' long x 15' wide platform is also proposed. The applicant's project would represent a decrease in the number of boats that could tie-up to the facility but there would be a increase in the footprint coverage with this proposal. The existing facility now occupies approximately 4,440 sq. ft. of public trust area and the proposed facility would increase the footprint by an additional approx 6,670 sq. ft.. The location of the mooring pilings would be in line with adjacent structures. The applicant has received the necessary approvals from the Town of Atlantic Beach and the County Health Dept..
