(Footprint) 8. PROJECT SUMMARY: The applicant is proposing to expand the Birdland Marina facility from 20 existing slips to 24 (total). FIELD INVESTIGATION REPORT: Harbour Recreation Club PAGE #2 9. NARRATIVE DESCRIPTION: The applicant is a Home Owners Association which owns an approx. 1.6 acre tract of land adjacent to Caracara Drive and the "Inner Harbour" in the community of Fairfield Harbour. Fairfield Harbour is located near the end of NCSR 1600 and is a residential community with numerous man made boating access canals and basins. These canals and basins are connected to the waters of Northwest Creek which is a tributary of the Neuse River. Located adjacent to this property is an approx 170' long x 8' wide pier which provides docking facilities for 20 boats ranging in size from 20 to 40' in length. The pier appears to be located within the confines of a man-made boat basin area and does not extend into the main water body. Water depths adjacent to the pier range form -2 to -9' Normal Water Level (NWL) deep. The upland property is bulkheaded and a gravel parking area is provided adjacent to the road, approx .70' away from the water. The remaining property is maintained as a grassed yard area with elevations of approx. 15' above mean sea level (MSL) in the parking area which slopes down to approx. 5' above MSL at the bulkhead. The waters adjacent to the pier have been classified as "SC Nutrient Sensitive Waters" and are closed to the harvesting of shellfish. Bathroom or pump-out facilities are not provided at this site. The applicant is requesting a permit to extend the pier facility into the channel for a distance of approx. 40'. Plans included with the application shows the extension of two 20' long x 3' wide finger piers with 5 mooring pilings being located approx. 40' waterward from the existing "T" Head. The pier extension would be located within the "main channel" but would not extend over one-third its width. 10. ANTICIPATED IMPACTS: The project as proposed will result in the expansion of a marina facility from 20 to 24 boats. Approx. 2,880 sq. ft. of additional public trust waters would be occupied by the "footprint" of this addition. It would appear that navigation would not be adversely impacted either by the pier extension or by the increase of boats using the water body. The applicant is not proposing any pump-out or bathroom facilities and have indicated that a pump-out is available at Northwest Creek Marina which is located approx. 1/2 mile away from this site. If the applicant is not claiming to be the owner of said property, then forward a copy of the decd or other instrument under which the owner claims title, plus written permission from the owner to carry out the project. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x l 1 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats arc acceptable only if 18 high quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the site. Include county road (SR) numbers, landmarks, and the like. A stormwater management plan, if applicable, that may have been developed in consultation with the Division of Environmental Management. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x 11 white paper.
