Dear Sir,
PIease find attached one (1) original and one (1) copy of Form FTA 04-16 and supporting documentation.
This request is to permit an existing 4" PVC gravity sewer service to be utilized as a sewer main to service
the existing house and a proposed garage apartment. The garage apartment is lower than the existing sewer
service line, such that a private pump station will be connected with a private 2" force main to serve the
garage apartment. The 2" force main has already been installed and inspected by the City of Durham
Plumbing Inspector (Permit No. 18301557).
The Variance request is attached for the approval of the existing 4" sewer to be utilized as a "main".

We received the fast -track application for the sewerline at 3730 Hope Valley Rd..
Through a cursory review, we have the following questions/comments:
I. Was a variance request application sent to our central office (the address on the form)? The package we
received in the regional office says the variance application is attached, but it's not.
2. The sewer extension application we received in the regional office requires a flow -tracking sheet to be attached
(Instruction E). This needs to be signed by a representative of the WWTP that will be receiving the flow from
this project.

Jason and I had a chance to connect mid -last week, and he was very helpful in describing the states
position on ADU's and exceptions in regards to this type of need / project.
To summarize, the state will allow a single line to service two structures, although typically a 6"
minimum gravity pipe is required (we have a 4"). The state will also allow the permit applicant to
submit for a permit and variance from the typical required 6" gravity sewer line if stamped engineered
drawings can be provided vetting the soundness of the design. As we will only have 31/2 baths on the
existing 4" line, one of which will be fed via 2" pipe from an ejector pump, we are confident that we
can meet the engineered plan requirement. Jason was, hypothetically, fine with this approach.
The catch here is that according to Jason, the state has delegated approval of this to the City of
Durham, by which the Durham building inspections department can approve the installation without
going to the State for an individual permit. That said, Justin - if we provide engineered drawings for
this to the City, will the city approve us to go forward with our original plan? We would be willing to
provide the affidavit / deed restriction certifying that we will not subdivide the parcel.
