John,
Met with W. Sink (owner/developer of Ledford Downs) today on-site with
Joe Humble and Mack Summey (Davis-Martin-Powell) and Land Quality. It
appeared that they backfilled a UT to Rich Fork Creek for lot
development. They dug a ditch around the back of the property; but the
only pipe that we found was a 4" underdrain at the lower end. I
strongly recommended that he hire a consultant to delineate the wetlands
and streams and get in contact with you. There are at least two
additional UTs to the UT to Rich Fork on his property with potential
associated wetlands; his site plan shows lot development and roads at
these locations. I found crayfish, salamanders and very large (maybe
bullfrog) tadpoles in all channels. The length of impact is at least
277 LF (not including the road crossing).

Mr. Sink and Mr. Humble both referenced the time (back in '93?) that you
and Ron visited the site, regarding their unauthorized sewer line
installation and consequent enforcement.
