Mr. and Mrs. Edward and Rachel Cozart
205 Lands End Road
Morehead City, North Carolina 28557
Dear Mr. and Mrs. Cozart:
Through coordination with the North Carolina Division of Coastal Management we have
learned of your request to construct a docking facility within Taylors Creek, located at 326 Front
Street in Beaufort, Carteret County, North Carolina.
On January 1, 2017, we renewed general permit No. 197800056, (copy enclosed), that
authorizes the maintenance, repair, construction and installation of piers, docks, boathouses and
boat shelters, mooring piles, dolphins, jetties and breakwater structures in navigable waters of the
United States in the State of North Carolina pursuant to Section 10 of the Rivers and Harbors Act
of 1899.
Your work is authorized provided it is accomplished in strict accordance with your
submitted plans, the enclosed general conditions, and the following special conditions. The
expiration date of your DA permit is December 31, 2021.
1. All work authorized by this permit must be performed in strict compliance with the plans
that were revised and emailed on June 26, 2019, which are a part of this permit.
2. In order to further protect the endangered West Indian Manatee, Trichechus manatus, the
applicant must implement the U.S. Fish and Wildlife Service's Manatee Guidelines, and
strictly adhere to all requirements therein. The guidelines can be found at
http://www.fws.gov/nc-es/mammal/manatee—guidelines.pdf.
Please read the enclosed permit to prevent an unintentional violation of Federal law. As
this Department of the Army regional general permit does not relieve you of the responsibility to
obtain any other required approvals, you should contact appropriate State and local agencies
before beginning work.
