residential subdivision providing 52 lots with a community access pier.

9. NARRATIVE DESCRIPTION: Mr. Bruce L. Goepel, the applicant, proposes to
develop a 50 acre track of land to be known as "Crystal Shores" Subdivision, a 52 lot
residential community located off Highway 24 and Bogue Sound, just 1.5 miles west of
the Highway 58 traffic light, in the Town of Cape Carteret, Carteret County, NC. The
overall project site contains 74 acres and is zoned R-20 within the corporate limits of
the Town of Cedar Point. As the workplat drawings show, 24 acres on the north west
side of the property will be held in reserve by the owner for future development. The
property provides approximately 1,100 linear feet of waterfront adjacent to the
marshlands and shallow backwaters on the north side of the Atlantic Intra-Coastal
Waterway. The surface waters of Bogue Sound in and around the project site are
classified as 'SA' and are open to the harvesting of Shellfish for human consumption.
In addition, this section of Bogue Sound is part of the designated Outstanding Resource
Waters (ORW) that includes the area of Western Bogue Sound and Bear Island. The
workplat drawing shows the individual lots within the subdivision that will be impacted
by the 575 ft. AEC line. Approximately 12 full lots and portions of 6 other lots will
be obligated to meet the development standards of the ORW as each lot is developed
by the respective owners. At present, all 74 acres are undeveloped and are
characterized by a mature stand of large hardwoods and pine trees. Within the past
year, CAMA permits have been issued for the development of "Magen's Bay" an 85
acre subdivision just east of Crystal Shores project site.
The development of Crystal Shores will include construction of: approximately 2,800
feet of paved roads and the installation of underground utilities such as electricity and a
community water system. As the workplat shows, only about 350 feet of the proposed
roadway will extend into the CAMA 575 ft. Estuarine Shoreline. As part of the
amenities package, the developer is providing 2 community activity sites and a 15 ft.
wide "nature trail". Near Highway 24 and the entrance to the project, the developer
has set aside a 2 acre Park dedicated to baseball, basketball and soccer activities. Just
500 feet south on Shoreline Drive, another 1.2 acre common area has been reserved
for outdoor recreational activities. The nature trail will provide access to all residences
and will connect the project entrance with Bogue Sound at Lot #1. Although Lot #1 is
for sale as an individual lot, it is the location of the community access pier to Bogue
Sound. As proposed, the pier will be a total of 90 feet long by 6 feet wide. The
terminal end of the pier will be constructed with a hex-head platform measuring 16 ft.
by 16 ft. The Location and position of the pier has been coordinated with the location
and position of the community pier immediately to the east in Magen's Bay
Subdivision. The water depths at the end of the pier average about -2 feet on mean
low water. In an effort to accommodate the future owners of Lots 5, 6 and 7, the
developer is proposing one collective pier with individual access to the 3

lots. This structure will be a total of 350 feet long by 6 feet wide. Approximately 180
feet of the pier will cross the saltmarsh that fringes and boarders the project shoreline;
another 90 feet section of the pier will extent out into the open waters of Bogue Sound.
Because of the extensive saltmarshes in this area, public navigation as commonly
understood terminates just west of the proposed pier. The third item included in the
CAMA 575 ft. Area of Environmental Concern involves a 90 ft. wooded walkway
across the upper end of a wooded swamp drainage ravine. The 6 ft. wide pedestrian
crossover is an important part of the community Nature Trail.
10. ANTICIPATED IMPACTS: The proposed paved road system will account for
approximately 24,000 square feet of built-upon surface area within the 575 ft. ORW.
The proposed piers and wooden walkover are not considered built-upon structures, but
they will account for approximately 4,400 square feet of footprint on the public trust
value over the Coastal Wetlands and the Estuarine waters of Bogue Sound. Other than
the wooden cross over, the proposed Nature Trail will not involve any built-upon or
impervious surfaces. Although the natural topography includes a tree covered ravine,
the project plans have been designed without any stormwater collecting ditches or
holding ponds.

9. NARRATIVE DESCRIPTION: Mr. Bruce L. Goepel, the applicant, proposes to
develop a 50 acre track of land to be known as "Crystal Shores" Subdivision, a 52 lot
residential community located off Highway 24 and Bogue Sound, just 1.5 miles west of
the Highway 58 traffic light, in the Town of Cape Carteret, Carteret County, NC. The
overall project site contains 74 acres and is zoned R-20 within the corporate limits of
the Town of Cedar Point. As the workplat drawings show, 24 acres on the north west
side of the property will be held in reserve by the owner for future development. The
property provides approximately 1,100 linear feet of waterfront adjacent to the
marshlands and shallow backwaters on the north side of the Atlantic Intra-Coastal
Waterway. The surface waters of Bogue Sound in and around the project site are
classified as 'SA' and are open to the harvesting of Shellfish for human consumption.
In addition, this section of Bogue Sound is part of the designated Outstanding Resource
Waters (ORW) that includes the area of Western Bogue Sound and Bear Island. The
workplat drawing shows the individual lots within the subdivision that will be impacted
by the 575 ft. AEC line. Approximately 12 full lots and portions of 6 other lots will
be obligated to meet the development standards of the ORW as each lot is developed
by the respective owners. At present, all 74 acres are undeveloped and are
characterized by a mature stand of large hardwoods and pine trees. Within the past
year, CAMA permits have been issued for the development of "Magen's Bay" an 85
acre subdivision just east of Crystal Shores project site.
The development of Crystal Shores will include construction of: approximately 2,800
feet of paved roads and the installation of underground utilities such as electricity and a
community water system. As the workplat shows, only about 350 feet of the proposed
roadway will extend into the CAMA 575 ft. Estuarine Shoreline. As part of the
amenities package, the developer is providing 2 community activity sites and a 15 ft.
wide "nature trail". Near Highway 24 and the entrance to the project, the developer
has set aside a 2 acre Park dedicated to baseball, basketball and soccer activities. Just
500 feet south on Shoreline Drive, another 1.2 acre common area has been reserved
for outdoor recreational activities. The nature trail will provide access to all residences
and will connect the project entrance with Bogue Sound at Lot #1. Although Lot #1 is
for sale as an individual lot, it is the location of the community access pier to Bogue
Sound. As proposed, the pier will be a total of 90 feet long by 6 feet wide. The
terminal end of the pier will be constructed with a hex-head platform measuring 16 ft.
by 16 ft. The Location and position of the pier has been coordinated with the location
and position of the community pier immediately to the east in Magen's Bay
Subdivision. The water depths at the end of the pier average about -2 feet on mean
low water. In an effort to accommodate the future owners of Lots 5, 6 and 7, the
developer is proposing one collective pier with individual access to the 3

lots. This structure will be a total of 350 feet long by 6 feet wide. Approximately 180
feet of the pier will cross the saltmarsh that fringes and boarders the project shoreline;
another 90 feet section of the pier will extent out into the open waters of Bogue Sound.
Because of the extensive saltmarshes in this area, public navigation as commonly
understood terminates just west of the proposed pier. The third item included in the
CAMA 575 ft. Area of Environmental Concern involves a 90 ft. wooded walkway
across the upper end of a wooded swamp drainage ravine. The 6 ft. wide pedestrian
crossover is an important part of the community Nature Trail.
10. ANTICIPATED IMPACTS: The proposed paved road system will account for
approximately 24,000 square feet of built-upon surface area within the 575 ft. ORW.
The proposed piers and wooden walkover are not considered built-upon structures, but
they will account for approximately 4,400 square feet of footprint on the public trust
value over the Coastal Wetlands and the Estuarine waters of Bogue Sound. Other than
the wooden cross over, the proposed Nature Trail will not involve any built-upon or
impervious surfaces. Although the natural topography includes a tree covered ravine,
the project plans have been designed without any stormwater collecting ditches or
holding ponds.
