PROJECT SUMMARY: The applicant proposes to excavate a boat basin area. • FIELD INVESTIGATION REPORT: BASEL & SANDRA GARRETT, CARTERET COUNTY PAGE #2 9. NARRATIVE DESCRIPTION: The applicant owns an approx .74 acre lot located on Bogue Sound, at 192 Oak Leaf Drive, in the Town of Pine Knoll Shores, Carteret County. A residential structure has been constructed on the lot with the remaining portions of the upland property consisting of typical maritime forest vegetation and grassed yard areas. The shoreline has been bulkheaded and an approx. 90' long pier has been extended into Bogue Sound. This pier is located at the edge of a previously dredged access channel. Two mooring pilings are located approx 15' west of the existing pier and provides a mooring area for one boat. Water depths within the mooring area are approx -.5' Mean Low Water (MLW) deep. The access channel was dredged in the late '60's or early '70's and presently has a depth of approx. -6' MLW deep in the middle of the channel. The waters of Bogue Sound at the project site have been classified as "SA" and are open to the harvesting of shellfish. Bogue Sound is noted for having areas of significant shellfish resources and submerged aquatic vegetation. A visual inspection of the project site has been conducted and no rooted, aquatic vegetation was observed. A shellfish survey has not been conducted at the present time. The applicant is requesting a permit to relocate the two mooring pilings approx 5' west of their present location and to excavate an approx 50' wide x 20' wide to -4.2' MLW deep boat basin area between the dock and mooring pilings. The excavation would extend out into the existing access channel in order to connect to appropriate water depths. The excavation is proposed to be accomplished by the use of a backhoe on a barge. The excavated material will be unloaded and disposed off site by the contractor. 10. ANTICIPATED IMPACTS: The project as proposed will result in approx 150 cu. yds. of mostly sand material being removed from the bottom of Bogue Sound. Although no rooted, aquatic vegetation was observed within the project, this area may be considered as suitable habitat. A shellfish survey of the area has not been conducted at the present time. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x 1 l white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 18 high quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the site. Include county road (SR) numbers, landmarks, and the like. A stormwater management plan, if applicable, that may have been developed in consultation with the Division of Environmental Management. NARRATIVE DESCRIPTION: The applicant owns an approx .74 acre lot located on Bogue Sound, at 192 Oak Leaf Drive, in the Town of Pine Knoll Shores, Carteret County. A residential structure has been constructed on the lot with the remaining portions of the upland property consisting of typical maritime forest vegetation and grassed yard areas. The shoreline has been bulkheaded and an approx. 90' long pier has been extended into Bogue Sound. This pier is located at the edge of a previously dredged access channel. Two mooring pilings are located approx 15' west of the existing pier and provides a mooring area for one boat. Water depths within the mooring area are approx -.5' Mean Low 'Water (MLW) deep. The access channel was dredged in the late '60's or early '70's and presently has a depth of approx. -6' MLW deep in the middle of the channel. The waters of Bogue Sound at the project site have been classified as "SA" and are open to the harvesting of shellfish. Bogue Sound is noted for having areas of significant shellfish resources and submerged aquatic vegetation. A visual inspection of the project site has been conducted and no rooted, aquatic vegetation was observed. A shellfish survey has not been conducted at the present time. The applicant is requesting a permit to relocate the two mooring pilings approx 5' west of their present location and to excavate an approx 50' wide x 20' wide to -4.2' MLW deep boat basin area between the dock and mooring pilings. The excavation would extend out into the existing access channel in order to connect to appropriate water depths. The excavation is proposed to be accomplished by the use of a backhoe on a barge. The excavated material will be unloaded and disposed off site by the contractor. 10. ANTICIPATED IMPACTS: The project as proposed will result in approx 150 cu. yds. of mostly sand material being removed from the bottom of Bogue Sound. Although no rooted, aquatic vegetation was observed within the project, this area may be considered as suitable habitat. A shellfish survey of the area has not been conducted at the present time.
