PROJECT SUMMARY: The applicant proposes to replace 2 existing piers with new ones. FIELD INVESTIGATION REPORT: Aviation Fuel Inc. PAGE #2 9. NARRATIVE DESCRIPTION: Aviation Fuel Terminal Inc. owns approx 50 acres of land on Radio Island, adjacent to the Newport River, between the Towns' of Morehead City and Beaufort, Carteret County. The applicant leases approximately 5 acres to Texasgulf for the storage of sulphur products. There are presently 3 piers located on the property and all provide access to the Newport River. Texasgulf also leases 2 of these piers. One of the piers is known as the "ship dock" and is approx 345' long x 10.5' wide. A 6' wide walkway allows workers to gain access to the end of the pier while the remaining width is used to support pipes. An approx 30' long x 20' wide platform is located at the waterward end of the pier. An enclosed structure, approx 12.5' long x 5' wide is located within the footprint of the 6' wide walkway approx 50' landward of the platform. This structure is used as a watch station for the workers while the loading and unloading of ships are being undertaken. The second pier is known as the "barge dock" and is approx 165' long x 10.5' wide and has a platform on the waterward end measuring approx 25' long x 15' wide. Like the ship's dock, there is a 6' wide walkway which provides access to the end of the dock while the remaining width is used to support pipelines. Located on the platform is an another enclosed structure measuring approx 6' long x 6' wide which is also used as a watch station. Located on each side of the barge dock are breasting dolphins which measure approx 14' long x 12' wide. The applicant is proposing to replace the 2 existing wood and steel piers with new ones constructed of concrete. The 2 piers would be in the same alignment as the existing ones, however, the footprint would be greater. The ship dock would be approx 345' long x 15' wide with a platform at the end measuring approx 35' long x 25' wide. The watch station would be removed from its position over the walkway and is proposed to be placed immediately adjacent to the pier. This would require the pier structure to be approx 20' feet wide at that location. The barge dock would measure approx 165' long x 15' wide and would have at its waterward end a platform measuring 30' long x 20' wide. The watch station (approx 6' x 6' in size) would remain on the platform. The 2 breasting dolphins would be replaced in the same footprint. 10. ANTICIPATED IMPACTS: The applicant proposes to replace the 2 existing piers with new ones. The piers would be basically replaced within the same footprint except the width of the perpendicular piers would be increased by approx 4.5' and the platforms would be increased by 5' in both width and length. The width expansion would be towards the land and would not result in the structures being any further waterward than their present locations. The larger watch station on the ship pier would be relocated to the side of the pier. This would require the pier structure to be 20' wide at that location. The watch station on the barge pier would remain on the platform and maintain its current size. The 2 breasting dolphins would be replaced within the same footprint. The construction of the of the new piers and platforms would result in a footprint coverage of approx 9561 sq. ft. of area over Public Trust and Estuarine Waters. This would result in approx 2900 sq. ft. of additional footprint coverage than the area presently occupied by the existing piers. PREPARED BY: Charles O. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x l I white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 18 high quality copies are provided by applicant. (Contact the U.S. Army. Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the site. Include county road (SR) numbers, landmarks, and the like. A stormwater management plan, if applicable, that may have been developed in consultation with the Division of Environmental Management. A list of the names and complete addresses of the adjacent waterfront (riparian) landowners. An enclosed structure, approx 12.5' long x 5' wide is located within the footprint of the 6' wide walkway approx 50' landward of the platform. This structure is used as a watch station for the workers while the loading and unloading of ships are being undertaken. The second pier is known as the "barge dock" and is approx 165' long x 10.5' wide and has a platform on the waterward end measuring approx 25' long x 15' wide. Like the ship's dock, there is a 6' wide walkway which provides access to the end of the dock while the remaining width is used to support pipelines. Located on the platform is an another enclosed structure measuring approx 6' long x 6' wide which is also used as a watch station. Located on each side of the barge dock are breasting dolphins which measure approx 14' long x 12' wide. The applicant is proposing to replace the 2 existing wood and steel piers with new ones constructed of concrete. The 2 piers would be in the same alignment as the existing ones, however, the footprint would be greater. The ship dock would be approx 345' long x 15' wide with a platform at the end measuring approx 35' long x 25' wide. The watch station would be removed from its position over the walkway and is proposed to be placed immediately adjacent to the pier. This would require the pier structure to be approx 20' feet wide at that location. The barge dock would measure approx 165' long x 15' wide and would have at its waterward end a platform measuring 30' long x 20' wide. The watch station (approx 6' x 6' in size) would remain on the platform. The 2 breasting dolphins would be replaced in the same footprint. 10. ANTICIPATED UAPACTS: The applicant proposes to replace the 2 existing piers with new ones. The piers would be basically replaced within the same footprint except the width of the perpendicular piers would be increased by approx 4.5' and the platforms would be increased by 5' in both width and length. The width expansion would be towards the land and would not result in the structures being any further waterward than their present locations. The larger watch station on the ship pier would be relocated to the side of the pier. This would require the pier structure to be 20' wide at that location. The watch station on the barge pier would remain on the platform and maintain its current size. The 2 breasting dolphins would be replaced within the same footprint. The construction of the of the new piers and platforms would result in a footprint coverage of approx 9561 sq. ft. of area over Public Trust and Estuarine Waters.
