NARRATIVE DESCRIPTION: The applicant's property is located at lot # 76 in the Sea Gate subdivision, adjacent to the AIWW, near the community of Core Creek, Carteret County. The lot is approx. 100' wide on the water and 132' deep or approximately 13,236 square feet in size. The applicant recently built a large house on the property which exceeded the 30% impervious coverage for the Estuarine Shoreline AEC. The applicant presented the local permit officer an innovative designed system from an engineer and received a Minor CAMA permit. The applicant also constructed a large second-story upper deck which was in violation of the County's setback regulations. In order to comply with the County reqirements, the applicant had to physically detach a portion of deck. The property along the water front has been bullheaded and large rock rip rap material has been placed waterward of the bulkhead. On the south side of the property a small pier, measuring approx. 25' long x 5' wide, has been placed into the water. Just north of the pier, 4 pilings have been placed which the applicant incorrectly refers to as a boat lift. Water depths at the project site are approx. -5' at mean high water (MHW). Waters at the project site are classified as 'SA' and are closed to the harvesting of shellfishing. The applicant proposes to construct a roof-covered boat lift measuring approximately 14' long x 12' wide. The roof would measure 16' long x 14' wide and would also act as a sundeck. Two walkways would be constructed, each measuring approx. 12' long x 4 wide. One walkway would take off from the existing detached two-story deck and tie-in with the roof on the proposed boat house (at an elevation of approx. 21' above mean sea level [MSL]). The boat house/sun roof would have a flat roof with a 3' hand railing. The second walkway would start off from the bulkhead at ground level and extend out in the water approx. 12' in length x 4' in width in order to gain access to the boat lift. 10. ANTICIPATED IMPACTS: The applicant proposes to construct a roof covered boat lift measuring approximately 16' long x 12' wide and at an elevation of approx 21' above MSL. The boat lift and roof would impact approximately 336 square feet of public trust bottom. The boat house would be constructed 15' from the adjacent riparian property line on the North side. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x 11 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that oil ginal drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 18 high quality copies are provided by applicant.
