15" storm drain pipe, an additional 25' by laying the pipe on top of the marsh to a point 3' into
Bogue Sound.

9. NARRATIVE DESCRIPTION: The project site is located on Bogue Sound, at the
end of South 11th Street, in Morehead City, Carteret County, NC. The Town of
Morehead City proposes to improve the gravity flow of an existing storm drain by
extending the length of the 15" pipe by approximately 28 In. ft. This activity will
move the terminal end of the pipeline from a sandy enclosed bay on the back side of a
saltmarsh fringe to the open waters of Bogue Sound. The cordgrass fringe measures
about 15' wide. As proposed, the new pipeline will be imbedded on the top of the
marsh and terminated about 3' waterward in Bogue Sound. The storm pipe's new
position should allow for optimal drainage.
10. ANTICIPATED EWPACTS: The Town has estimated that the new pipeline (28' x
1.5') will generate a footprint impact of 32 sq. ft. This includes the displacement of
saltmarsh cordgrass, as well as the sandy bottom of Bogue Sound. Included in this
estimate is a limited amount of excavation (1/2 cu. yd.) that will be necessary to bed
the pipe along the proposed alignment. The spoil material is scheduled to be trucked
off site.

A copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to cant' out
the project:
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 7J.0203 for a detailed description.)
Please note that original drawings am preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management-
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These

8 ADDITIONAL INFORMATION
In addition to the completed application form, the follow-
ing items must be submitted:
A copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out
the project.
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 71.0203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailrd.
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
