'"�s/ •LINDA CULPEPPER NORTH CAROLINA Director Environmental Quality July 24, 2019 Ed Kerwin, Executive Director Orange Water and Sewer Authority 400 Jones Ferry Road Carrboro, NC 27510 Subject: Variance Request Approval Orange Water and Sewer Authority Little Creek Interceptor Replacement (WQ0037346) Orange County Dear Mr. Kerwin: The Division of Water Resources (Division) has reviewed the submitted variance request received on July 11, 2019 for the subject project. The Division will grant the variance request for the installation of gravity sewer below the minimum required slope in accordance with the provisions for alternative design under 15A NCAC 02T.0105(n): 1. Pursuant to the variance request received July 11, 2019 from Rummel, Klepper, and Kahl, LLP on behalf of Orange Water and Sewer Authority, a variance is granted for the construction and operation of approximately 329 linear feet of 16-inch gravity sewer between Manholes MH 1 to MH 2 at a slope of 0.10%, as indicated on the provided plans, specifications, and supporting documents, and subject to the following requirements: a. The section of gravity sewer as described above shall be designated as "high- priority sewer" in accordance with 15A NCAC 02T.0402. b. High-priority sewers shall be inspected by the permittee or its representative at least once every six-months in accordance with the permittee's individual system-wide collection system permit (WQCS00031). Regardless of the variance approval, in the event that the wastewater collection facilities fail to perform satisfactorily, including the creation of nuisance conditions,the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement facilities. Approval of the variance request does not constitute approval of the permit.
