Also, through coordination with the North Carolina Division of Coastal Management (NCDCM), we have learned that your corresponding State permit has been modified. The modification provides for you to truck sand to the beach from an upland borrow area, and continue work until May 1, 1993. Your work, including bringing sand to the beachfront, continues to be consistent with the provisions and objectives of general permit No. CESAW-C080-N-000-0291. Therefore, you may continue activity in strict accordance with the modified State authorization and the enclosed plan. Special attention is directed to Additional Condition 3) of your State permit which states: In order to protect the loggerhead sea turtle (Caretta caretta) and the intertidal benthic community, no work will be permitted between the dates of May 1 and November 30 of any year without the expressed approval of the North Carolina Division of Coastal Management (NCDCM) in consultation with the U.S. Fish and Wildlife Service (USFWS). Failure to comply with the State authorization or conditions of the general permit could result in civil and/or administrative penalties. If any additional change in your work is required because of unforeseen or altered conditions or for any other reason, plans revised to show the change must be sent promptly to this office and the North Carolina Division of Coastal Management prior to performing any such change or alteration. Such action is necessary as revised plans must be reviewed and the authorization modified. PROJECT SUMMARY: The Town of Holden Beach proposes a public sidewalk, 3.2 miles long and 5 feet wide. The sidewalk would be constructed along two areas of Ocean Boulevard. PROJECT DESCRIPTION 12/28/93 The project area is the Town of Holden Beach, one of the coastal barrier islands located in southeast Brunswick County, and accessed by NC Hwy 130. The Town has funded several small sidewalk projects in the past, but when the town counsil approved the construction of the sidewalk for the remainder of the length of Ocean Boulevard, a sedimentation and erosion control plan for the NC Division of Land Quality, and a CAMA Major Development Permit were required. The project site consists of two areas within the existing right-of-way of Ocean Blvd. (SRI 116)., one on the east and one on the west, ends of the island. The entire area is highground. The proposed project consists of 3.2 miles of concrete sidewalk five (5) feet wide, to be constructed in two sections along the north side of Ocean Boulevard (SR 1116). Ocean Boulevard is the main east-west thoroughfare running the length of the beach. The first section would be .8 miles in length on the east end of the island beginning at Rothschild Street and ending at Blockade Runner. The second segment would be 2.4 miles long, located on the western end of the island between 660 Ocean Boulevard West and Shell Drive. An area approximately 12.15 feet wide would be graded adjacent to the existing pavement to accommodate placement of the sidewalk, which will vary from 6-11 feet from the edge of the pavement. The disturbed area would be seeded and mulched at the completion of the project. The town has received an encroachment agreement from the NC Department of Transportation for placement of the first segment (.8 miles) of sidewalk within the road right-of-way of SR 1116. Approval is pending for the second segment of the project on the west end of the beach. The Town proposes to begin construction of the east end sidewalk as soon as possible. The western segment would be scheduled for construction later in 1994, after receiving the NC Department of Transportation Encroachment Agreement and completion of electrical service transition of aerial to underground lines. The entire project should be completed by the end of 1995. 10. ANTICIPATED IMPACTS The project would disturb approximately 253,440 square feet (5.8 acres) of highground within the existing road right-of-way of SR 1116. There are several areas on the west end of the island where coastal and "404" type wetland boundaries are in close proximity to proposed grading area. However, provided that adequate erosion control measures are installed prior to grading, and the disturbed area is vegetatively stabilized at project completion, no adverse impacts to the marine resources are anticipated. The sidewalk will enhance public access to the beach, as well as improve public safety by providing a pedestrian corridor off of the street. Submitted by: E.F. Blue-line prints or other larger plats are acceptable only if #I%igh quality copies are provided by applicant. PROJECT SUMMARY: The Town ol'Holden Beach proposes a public sidewalk, 3.2 miles long and 5 feet wide. The sidewalk would be constructed along two areas of Ocean Boulevard. PROJECT DESCRIPTION 12/28/93 The project area is the Town of Holden Beach, one of the coastal barrier islands located in southeast Brunswick County, and accessed by NC Hwy 130. The Town has funded several small sidewalk projects in the past, but when the town counsil approved the construction of the sidewalk for the remainder of the length of Ocean Boulevard, a sedimentation and erosion control plan for the NC Division of Land Quality, and a CAMA Major Development Permit were required. The project site consists of two areas within the existing right-of-way of Ocean Blvd. (SRI 116)., one on the east and one on the west, ends of the island. The entire area is highground. The proposed project consists of 3.2 miles of concrete sidewalk five (5) feet wide, to be constructed in two sections along the north side of Ocean Boulevard (SR 1116). Ocean Boulevard is the main east-west thoroughfare running the length of the beach. The first section would be .8 miles in length on the east end of the island beginning at Rothschild Street and ending at Blockade Runner. The second segment would be 2.4 miles long, located on the western end of the island between 660 Ocean Boulevard West and Shell Drive. An area approximately 12.15 feet wide would be graded adjacent to the existing pavement to accommodate placement of the sidewalk, which will vary from 6-11 feet from the edge of the pavement. The disturbed area would be seeded and mulched at the completion of the project. The town has received an encroachment agreement from the NC Department of Transportation for placement of the first segment (.8 miles) of sidewalk within the road right-of-way of SR 1116. Approval is pending for the second segment of the project on the west end of the beach. The Town proposes to begin construction of the east end sidewalk as soon as possible. The western segment would be scheduled for construction later in 1994, after receiving the NC Department of Transportation Encroachment Agreement and completion of electrical service transition of aerial to underground lines. The entire project should be completed by the end of 1995. 10. ANTICIPATED IMPACTS The project would disturb approximately 253,440 square feet (5.8 acres) of highground within the existing road right-of-way of SR 1116. There are several areas on the west end of the island where coastal and "404" type wetland boundaries are in close proximity to proposed grading area. However, provided that adequate erosion control measures are installed prior to grading, and the disturbed area is vegetatively stabilized at project completion, no adverse impacts to the marine resources are anticipated. The sidewalk will enhance public access to the beach, as well as improve public safety by providing a pedestrian corridor off of the street. Submitted by: E.F. Brooks Date: 12/28/93 Office: Wilmington Narrative HOLDEN BEACH SIDEWALK PROJECT This project consists of 3.2 miles of 5-foot concrete sidewalk to be constructed in two sections on the north side of Ocean Boulevard in Holden Beach. The first section is approximately 0.8 miles in length running east from Roths- child Street to Blockade Runner; the second from 660 Ocean Boulevard West to Shell Drive, near the beginning of Holden Beach West. Work on the first section will begin as soon as weather permits in 1994. The second will be need to be coordinated with Brunswick Electric Membership Corporation (BEMC) and their underground powerline conversion project which needs to be performed ahead of the sidewalk. It is aniticipated this will allow at least half of the west end project to be completed in 1994. The purpose of this project is provide safer and more convenient access to the beach. Initial phases completed to date have proved extremely popular and the local police department believes the resulting improved separation of pedestrian and vehicular traffic has provided a significant safety improvement already. The project has no impact on 404 lands. It is estimated that the average width of land disturbance will be 15 feet. If there are any negative impacts from this project it is difficult to imagine what they could be. 1913 COASTAL Please type or print.
