Fountain, Jr. concerning the status of his Major CAMA Permit Application and
related request for 401 Water Quality Certification. The work proposed is the
excavation of a boat basin and canal on Mr. Fountain's property. The subject
tract is located adjacent to Whichards Beach Road and the Pamlico River in
Beaufort County, North Carolina.
The current status of the project is that Quible and Associates, P.C., at Mr.
Fountain's request, has modified the application and plats to address agency
concerns. Mr. Fountain and I have scheduled a meeting on Oct 27, 1993 for a
final review of the modified application. Mr. Fountain requests that you keep

Dear Mr. Parker:
Reference the application of Mr. R. M. Fountain, Jr., for a Department of
the Army permit to excavate a 2700-foot-long, 50-foot-wide, 6-foot-deep access
canal through vegetated wetlands on the Pamlico River, Whichard's Beach,
$saufort County, North Carolina.
The Federal agencies have completed review of the proposal as presented by
the application and your field investigation report. By letters of April 2,
1-E and 19, respectively (copies enclosed), the U.S. Environmental Protection
Agency (EPA), the U.S. Fish and Wildlife Service (USFWS) and the National
Marine Fisheries Service (NMFS) recommended that your application be denied.
These Federal review agencies formed their opinions based on anticipated
adverse impacts on water quality and fish and wildlife habitat. We agree that
the proposal is contrary to the public interest, and we recommend that the
application for State authorization be denied.

This is the report of the U.S. Fish and Wildlife Service (Service)
on Public Notice 199201126, dated March 16, 1993. R. M. Fountain,
Jr. has applied for a Department of the Army permit to excavate a
canal through wetlands adjacent to the Pamlico River approximately
1 mile south of Washington, Beaufort County, North Carolina. This
report is submitted in accordance with the Fish and Wildlife
Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d),
and Section 7 of the Endangered Species Act of 1973, as amended (16
U.S.C. 1531-1543). It is to be used in your determination of
compliance with 404(b) (1) guidelines (40 CFR 230) and in your
public interest review (33 CFR 320.4) as they relate to protection
of fish and wildlife resources.
According to information provided in the Public Notice,
approximately 24,500 cubic yards of material plus 4,400 cubic yards
of wetland material would be excavated to construct a canal, 2,700
feet long by 50 feet wide and 6 feet deep through uplands and
wetlands. All excavated material would be placed on adjacent
uplands. The canal would connect to an existing man-made canal on
the western boundary of the property, pass through several turns on
the applicant's property, pass by a planned residence with a 150-by
100-foot boat basin, and would enter the Pamlico River near the
eastern boundary of the property. The proposed canal would be
constructed in non-jurisdictional lands for most of its length.
However, the proposed canal would be excavated through 310 linear
feet and 150 linear feet of forested wetlands for a portion of its
width at two separate sites near the western end. At the eastern
connection with the Pamlico River, the canal. would impact
approximately 300 linear feet of forested wetlands over4VJ2 ?51

A Service biologist inspected the project site on April 3, 1993.
Project area wetlands are part of the Pamlico River estuarine
system of forested, scrub-shrub, and emergent wetlands adjacent to
the Pamlico River and Chocowinity Bay. Dominant vegetation in the
project area includes baldcypress (Taxodium distichum), red maple
(Acer rubrum), and wax myrtle (Myrica cerifera). Project area
wetlands are directly influenced by the Pamlico River and are
seasonally inundated. The forested wetlands on the site are mature
and comprise trees with an average diameter of about 18 inches.
Service policy regarding mitigation of_damage to habitats considers
both the value of those habitats to fish and wildlife and their
relative scarcity. The forested wetlands affected by the proposed
project have high fish and wildlife resource value and are
considered to be relatively scarce on a national and regional
basis. Wetlands, such as these, provide valuable nesting,
roosting, and foraging habitat to resident and migratory waterfowl,
songbirds, hawks and owls, and wading birds. Other resident
wildlife species expected to occur in project area wetlands include
white-tailed deer (Odocoileaus virginianus), marsh rabbit
(Sylvilagus palustris), opossum (Didelphis virginiana), and raccoon
(Procyon lotor). Numerous reptiles and amphibians depend on
project area wetlands for foraging, egg laying, and habitat for
larval life stages.
Wetlands in the project area also provide plant detritus to
downstream waters and contribute to the production of
recreationally and commercially important fisheries and
shellfisheries. Project area wetlands provide habitat for spawning
and foraging estuarine fishes during high water periods. Species
expected to utilize the area include blueback herring (A1osa
aestivalis), American shad (A1osa sapidissima), hickory shad (Alosa
mediocris), alewife (Alosa pseudoharengus), striped bass (Morone
saxatilis), and Atlantic sturgeon (Acipenser oxyrhynchus). Project
area wetlands perform water quality functions such as reduction of
excessive dissolved nutrient levels, removal of suspended sediment,
stormwater retention, and groundwater recharge. These water
quality benefits are especially valuable in maintaining the
biological productivity of the Pamlico River, and ultimately
Pamlico Sound.
The proposed canal would permanently remove 0.54 acre of forested
wetlands from the Pamlico Sound estuarine system and contribute to
cumulative impacts resulting from the existing canals and
development in the vicinity of Washington, and Chocowinity. As the
proposed canal would be dredged deeper than the confluent canal to
the west, water quality in the proposed canal could be expected to
be poor due to inadequate flushing. Thus, the canal would
cumulatively exacerbate stressed water quality in the Pamlico
River. Indirect impacts would result from the reduced flood and
stormwater buffering capacity of wetlands bordering the Sound as
well as the reduced sediment and pollutant filtering capacity of
remaining wetlands.
The Environmental Protection Agency's 404(b)(1) Guidelines,
developed pursuant to Section 404 of the Clean Water Act, prohibit
the discharge of dredged or fill material for non-water dependent
proposals in wetland areas if there is a practicable alternative
which would have less impact on the aquatic ecosystem. Although
the proposed canal excavation would not entail direct deposition of
spoil in wetlands, it does fall under the definition of "discharge
of dredged material" recently proposed by the Corps of Engineers
(Federal Register Vol. 57, No. 116, June 16, 1992, page 26898).
The 404(b)(1) Guidelines further specify that for non-water
dependent activities proposed for special aquatic sites (e.g.,
wetlands), practicable alternatives which do not involve special
aquatic sites are presumed to exist unless clearly demonstrated
otherwise. The proposed project also would not meet the anti-
degradation requirements of the Guidelines.
In this case, the proposed canal would serve as a non-water
dependent amenity for a planned residence. Also, the applicant
owns sufficient land to provide a canal to his residence without
affecting forested or other wetlands. If water access is needed,
the Service recommends consideration of a short, shallow canal
extended from the existing canal at the western end of the
property. Any improved water access should be designed and
constructed to minimize adverse effects to the area's water
quality.
As described above, the project area is part of the Pamlico River
and Pamlico Sound estuarine system and provides high quality
habitat to fish and wildlife. The Service believes that the
applicant has not provided a compelling public or private need for
the project that would justify the direct and cumulative impacts to
the significant fish and wildlife habitat resources of Pamlico
Sound.
The Service, therefore, recommends that a Department of the Army
permit not be issued for the proposed work based on: 1) the high
fish and wildlife habitat value of project area wetlands; 2) the
non-water dependency of the proposed work; and 3) the availability
of alternatives to the proposed work.
The Service has identified no endangered or threatened species, nor
critical habitats that would be adversely affected by the proposed
project or its restoration. Therefore, the requirements of Section
7 of the Endangered Species Act are fulfilled. However,
obligations under Section 7 of that Act must be reconsidered if:
(1) new information reveals impacts of this identified action that
may affect listed species or critical habitat in a manner not
previously considered; (2) this action is subsequently modified in
a manner which was not considered in this review; or, (3) a new
species is listed or critical habitat determined that may be
affected by the identified action.
The above findings and recommendations constitute the report of the
Department of the Interior. In accordance with the procedural
requirements of the 1992 404(q) Memorandum of Agreement, Part
IV.3(a), we are advising you that the proposed work may result in
substantial and unacceptable impacts to aquatic resources of
national importance.
The Service appreciates the opportunity to comment on this project.

our Washington Regional Office which describes recent fieldwork done
to determine water depths near your project. These depths should be
used in the modeling effort which I understand is underway as
described in Ms. Sawyer's 17 march 1993 letter to you.
Before water quality data are collected by yourself or your
consultant, I suggest that you prepare a draft modeling and water
quality monitoring plan for our review. Based on past experience with
similar projects, this coordination will likely save time and result
in data collection which is useful for our decision.

On 2 April 1993 this office performed an investigation of the
development site proposed by the above subject applicant. The investigation
was performed by boat so as to evaluate shoreline effects and water depths.
Depth readings were taken from the shoreline out to the channel marker in the
Pamlico River (approximately 1000 ft). Depth readings are as follows:

Please notify the applicant that the flushing model should reflect the
aforementioned depth readings and not those proposed in the application. A
depth of 4 ft should be used unless the applicant modifies his application to

The Washington Regional Office of the Division of Environmental
Management has received from the Division of Coastal Management a copy of your
Coastal Area Management Act (CAMA) Major Development Permit Application to
review. The Division of Environmental Management will make a decision of
whether to issue or deny the Section 401 Water Quality Certification based on
the information you have provided. Upon initial review of the application, it
has been determined that additional information is needed to complete the
review. The information needed is as follows:
A. The applicant should perform a flushing model to determine if the
2,700 ft by 50 ft by -6 ft canal will flush properly to sustain
dissolved oxygen levels adequate to meet the state standard. The
model should reflect the following:
1. Non-tidally influenced
2. Sediment oxygen demand (SOD) range of 1.0, 1.5, 2.0, 2.5,
3.0, 3.5 and 4.0 gms/m2/day
3. Dissolved oxygen (D.O.) readings representative of the
connection points, both Pamlico River and man-made canal.
It should further be noted that the depth of the proposed canal and boat basin
should not be greater than the connecting water body. Even though the
proposed canal will connect to a proposed -6 ft deep channel in the Pamlico
River at one end, the other end connects to a -5.5 ft deep man-made canal.

As you are aware, on 1 March 1993 the North Carolina Division of Coastal
Management (DCM) accepted an application for State permits from you, representing Mr.
R.M. Fountain, Jr., for the excavation of a canal and other related activities on the
south side of the Pamlico River north of SR 1166 in Beaufort County, North Carolina.
As you are also aware, due to comments from the North Carolina Division of
Environmental Management (DEM), a letter dated 29 March 1993 was forwarded to Mr.
Fountain from Mr. John Parker, Major Permits Processing Coordinator, North Carolina
Division of Coastal Management, placing the application on hold until the information
requested by the DEM was provided.
On 2 April 1993, accompanied by Mr. Terry Moore, Division of Coastal Management,
Mrs. Katie West, Division of Marine Fisheries (DMF), Mrs. Deborah Sawyer and Mr Mike
Yount, both of the Division of Environmental Management, and I visited the project
site. The purpose of this visit was to determine whether or not the water depths that
were shown on the submitted application plats were accurate, and to generally discuss
the project. While at the project site water depths were reviewed at two locations,
near the eastern property line where it has been proposed to excavate a channel 190'
beyond the normal water line in the Pamlico River, and in the vicinity of the existing
access canal to Fountain Power Boats, Inc. near the western property line.
As you are aware, on the plat that was submitted with the application, you
indicated at the 190' point the water depth was -6.0' at normal water level. My depth
recordings at that point indicates that this is incorrect and that the depth is
actually -4.0' at normal water level. Also on the plat, you indicated water depths
from -5.5' to -6.0' at normal water level within the existing entrance canal and
immediately offshore. Again, my depth recordings at these locations indicates that
these numbers are incorrect and that the depth is actually -4.0' at normal water level.

Due to these inaccuracies you should consider the following:
(1) If Mr. Fountain needs an access channel near the eastern property line
which extends to the -6.0' contour, then the application for permits which
has been submitted must be amended. This amendment will require new plats
showing accurate contour lines from the normal water line to the 6.0'
contour. This will also mean changing the appropriate questions on the
application form itself and modifying the shown dike disposal area to
accommodate additional spoils.
(2) If Mr. Fountain does not need an access channel to the -6.0' contour, then
the DCM will process the submitted application and if the permit is issued
it will be conditioned so that no excavation will occur beyond the -4.0'
contour line and no further than 190' beyond the normal water line.
(3) As you are aware, the DCM has regulations which allow canals to be
excavated no deeper than the connecting waters. This will become a factor
if a decision is made to issue the permit since you have applied for a -
6.0 deep canal and the connecting waters are no more than -4.0' in depth
at normal water. Mr. Fountain's previously excavated entrance canal is
now only -4.0 in depth.
Mr. Terry Moore or myself will be glad to discuss any or all of the above matters
with you. If you do intend to amend the application, I would appreciate the
opportunity to discuss the amendment with you so that I can relay to you exactly what
I will need.

On February 11, 1991, we renewed general permit No. CESAW-C080-N-000-0291
(copy enclosed), which provides Federal authorization for construction
activities that receive authorization from the State of North Carolina.
A review of your application received March 15, 1993, for Department of
the Army authorization to excavate a 2700-foot-long, 50-foot-wide, 6-foot-deep
access canal through vegetated wetlands on the Pamlico River, Whichard's
Beach, Beaufort County, North Carolina, indicates it to be a candidate for
Federal authorization under this general permit. Accordingly, the
administrative processing of your application will be accomplished by the
North Carolina Division of Coastal Management. Comments from Federal review
agencies will be furnished to the State.
If your application must be withdrawn from this general permit process for
any reason, you will be informed regarding its further management. If there
are no unresolved differences in State-Federal positions or policies, the
final action taken on your application by the State will result in your
receiving written notice from us that your application is consistent with the
general permit and you may commence your activity. Only after receiving such
confirmation should you begin work.
Your application, pursuant to Section 10 of the River and Harbor Act, has

Environmental Setting
The applicant owns a ±67 acre tract of ].and off of SR. 1.166 adjacent to the
Pamlico River in Beaufort County, North Carolina. The majority of the property
lies between Fountain Power Boats Inc. and the Pamlico River. The property is
bordered on the west by the existing manmade canal which provides access to
Fountain Power Boats Inc. , on the south by Fountain Power Boats Inc. , residential
development and agricultural fields, on the east by residential development and
on the north by the Pamlico River. The property is divided into two areas which
reflects the vegetation an existing use on the tract. The first area is a large
area of wooded swam,-) which i_>or.der.s the Pamlico River. This area extends trom the,
manmade canal on the west. to the eastern property line. This area which is
vegetated with Cypress, Red Maple, Carex spp.; various species of Bay's, Myrtlc,s
and lesser amounts of other wetland species has a length of ±1,960' and a average
width of ±4641. It has a maximum width of ±732'. This area of wooded swamp its
flooded on a fairly regular basis which is evident by large amounts of trash in
the swartlp. The remainder of the property consists of. .I narrow transition area
between the wooded swamp and the higllground portion of the property. The
transition area is vegetated by mostly Oaks, Loblolly Pines and va.riou.s species
of upland vines. Tl:e hiaharound portion of the property is presently .and has
been historically used as agricultural fields. At the present: time some of the
fields are being utilized as debris storage from Fountain Power Boats, the
remainder of the fields are planted in row crops.
Project proposal
The applicant is proposing the following:
(1) The e::c,avation of a ,700' long by 50' wide, by 61 deep loop canal to
provide., boating access to a proposed private residential dwellincr,.
This c.Ana.l will connect to an existing manmade canal which borders
the western property line of the property, It will connect, to this
canal. +450' from the Pamlico River. The existing canal averages
5.5' in dopth at normal water. The first 310' of tile new canal will
be excavated both in the wooded swamp and in hicrhground. This area
of wooded :-?7amp is vegetated mainly by Cypress, Red H Ales a.nc-1

All of the excavation is to be accomplished by either a dragline or
by hydraulic dredge. The proposal. at this time is to conduct all of
the wooded swamp excavation and highground excavation by a dragline.
The proposal is to place all spoils on highground, where it can be
reached by the machine, and in other_ areas where highground cannot
be reached the spoils will. be trucked to hi.glhground. All of the
excavation within the Pamlico River will be conducted by hydraulic
dredge and all spoils will be pumped to a dike disposal area located
on property owned by Fountain Power Boats.
(2) To bulkhead the proposed basin, the bulkhead which will be 350' in
length will be placed at the new normal water line.
(3) To place two 30' long by 6' aide piers within the basin.
(4) To plac.•e a 200' lon..r by 6' wide deck between the proposed residence
and basin.
(5) To construct a 250' long by 200' wide building pad on which the
residence will be constructed. This will be constructed within
existing agricultural fields. The residence cai.ll be served by a
septic tank sewage disposal system.
(6) To place an elevated bridge across the proposed canal to gain access
to the residence. The bridge will. allow fo;- 8' clearance above thv,.
normal water lrne.
(7) To place four channel. markers within the Pamlico River adjacent: to
the proposed channel.
(°) The app]icant has shown a mitigation aj_•ea on submitted plats,
however no proposal was made.
Environmental impacts
The project as proposed will have the following environmental impacts:

(5) The project that is being proposed shows no wetland areas to be
filled however it will be difficult to avoid this with a project of
this magnitude which is to be conducted within a wetland area.
(6) Potential impacts that are associated with possible crosi.on of
sediments from land disturbance into adjacent wetlands or surface
waters.
(7) Potential impacts associated with increased turbidity within the
Pamlico River durincr hydraulic dredge portion of the project. Also,
a turbidity potential exists if the dike disposal area is not
operated properly.

Environmental Setting
The applicant owns a ±67 acre tract of land off of SR 1166 adjacent to the
Pamlico River in Beaufort County, North Carolina. The majority of the property
lies between Fountain Power Boats Inc. and the Pamlico River. The property is
bordered on the west by the existing manmade canal which provides access to
Fountain Power Boats Inc., on the south by Fountain Power Boats Inc., residential
development and agricultural fields, on the east by residential development and
on the north by the Pamlico River. The property is divided into two areas which
reflects the vegetation an existing use on the tract. The first area is a large
area of wooded swamp which borders the Pamlico River. This area extends from the
manmade canal on the west to the eastern property line. This area which is
vegetated with Cypress, Red Maple, Carex app., various species of Bay's, Myrtles
and lesser amounts of other wetland species has a length of ±1,960' and a average
width of ±464'. It has a maximum width of ±7321. This area of wooded swamp is
flooded on a fairly regular basis which is evident by large amounts of trash in
the swamp. The remainder of the property consists of a narrow transition area
between the wooded swamp and the highground portion of the property. The
transition area is vegetated by mostly Oaks, Loblolly Pines and various species
of upland vines. The highground portion of the property is presently and has
been historically used as agricultural fields. At the present time some of the
fields are being utilized as debris storage from Fountain Power Boats, the
remainder of the fields are planted in row crops.
Project proposal
The applicant is proposing the following:
(1) The excavation of a 2,700' long by 50' wide by 6' deep loop canal to
provide boating access to a proposed private residential dwelling.
This canal will connect to an existing manmade canal which borders
the western property line of the property. It will connect to this
canal ±450' from the Pamlico River. The existing canal averages
5.5' in depth at normal water. The first 310' of the new canal will
be excavated both in the wooded swamp and in highground. This area
of wooded swamp is vegetated mainly by Cypress, Red Maples and
Myrtles. The canal then continues for ±4501 through highground and
then again enters the wooded swamp for a distance of ±1501. This
area of wooded swamp is vegetated mainly with Red Maple, Myrtles and
various species of Bays. The canal then makes several turns through
highground before it re-enters the wooded swamp near the eastern
property. It then continues through the wooded swamp in a northern
direction until it reaches the Pamlico River. The wooded swamp at
this point has a width of ±300' and is vegetated predominately by
Cypress, with an understory of Carex spp. near the river. This
portion of the swamp appears to be flooded by the river on a regular
basis. Once the canal reaches the normal water line of the Pamlico
River, a channel will continue in a northern direction for a
distance of ±180' where it reaches the 6' water contour. Just prior
to the canal entering the last portion of wooded swamp, a 150' by
100' boat basin will be excavated on the western side of the canal.
This basin will be located immediately east of the proposed
residence.

All of the excavation is to be accomplished by either a dragline or
by hydraulic dredge. The proposal at this time is to conduct all of
the wooded swamp excavation and highground excavation by a dragline.
The proposal is to place all spoils on highground, where it can be
reached by the machine, and in other areas where highground cannot
be reached the spoils will be trucked to highground. All of the
excavation within the Pamlico River will be conducted by hydraulic
dredge and all spoils will be pumped to a dike disposal area located
on property owned by Fountain Power Boats.
(2) To bulkhead the proposed basin, the bulkhead which will be 350' in
length will be placed at the new normal water line.
(3) To place two 30' long by 6' wide piers within the basin.
(4) To place a 200' long by 6' wide deck between the proposed residence
and basin.
(5) To construct a 250' long by 200' wide building pad on which the
residence will be constructed. This will be constructed within
existing agricultural fields. The residence will be served by a
septic tank sewage disposal system.
(6) To place an elevated bridge across the proposed canal to gain access
to the residence. The bridge will allow for 8' clearance above the
normal water line.
(7) To place four channel markers within the Pamlico River adjacent to
the proposed channel.
(8) The applicant has shown a mitigation area on submitted plats,
however no proposal was made.
$nvironmental impacts
The project as proposed will have the following environmental impacts:
(1) The excavation of ±23,671 sq. ft. of wooded swamp which is vegetated
predominately by Cypress and Red Maple with various types of wetland
understory. This wooded swamp appears to be flooded quite
frequently by the Pamlico River.
(2) The excavation of ±132,373 sq. ft. of transition area between
wetlands and highground, and highground which is mainly agricultural
fields.
(3) The excavation of ±9,000 sq. ft. of shallow water habitat beyond the
normal water line of the Pamlico River.
(4) Those impacts that may be associated with degraded water quality
within a canal system of this length.

(5) The project that is being proposed shows no wetland areas to be
filled however it will be difficult to avoid this with a project of
this magnitude which is to be conducted within a wetland area.
(6) Potential impacts that are associated with possible erosion of
sediments from land disturbance into adjacent wetlands or surface
waters.
(7) Potential impacts associated with increased turbidity within the
Pamlico River during hydraulic dredge portion of the project. Also,
a turbidity potential exists if the dike disposal area is not
operated properly.

Dear Mr. Gossett:
The purpose of this letter is to provide you with a North Carolina Coastal
Area Management Act (CARA) Major Development Permit Application. The
application package has been prepared by Quible and Associates, P.C. on behalf
of the property owner Mr. R.M. Fountain, Jr. The plate and application have
been modified from the original submittal based on previous discussions with
the DCM, our 3 Feb 93 meeting in your office, and a subsequent meeting with
Mr. Fountain. Enclosed in this package is the permit application, associated
correspondence and plan view and cross section plate. The subject property is
an approximately 67 acre tract of land located adjacent to NCSR 1166 and the
south side of the Pamlico River in Beaufort County, North Carolina.
The development proposed is the excavation of an approximately 2,700 foot long
by 50' wide by 6' deep canal to provide water access to a private residence to
be constructed on the site. We estimate that approximately 25,00.- 30,000
cubijc yards of materials will be excavated. Also proposed is a ?!c 'long by
/OD wide boat basin with two finger piers. The proposed excavation will be
conducted with hydraulic dredge and by dragline. Two (2) high ground spoil
retention areas have been designated (see enclosed plat). The canal will be
joined to the Pamlico River via an existing man-made canal on the west and
directly to the river on the east. This design will assure circulation of
water regardless of wind direction or river flow. Excavation procedure will
be to leave an earthen plug in the canal system at both ends until the
interior excavation has been completed.
Additional development proposed includes an access road to the proposed
residence with a raised wooden bridge. The bridge is designed with 8 feet of
clearance above Mean High Water (MHW) and has an interior span of 18' to allow
for traditional boating activities.
Because of the boundary and configuration of the property, it is necessary to
excavate Section 404 wetlands to construct the canal. At Mr. Fountain's
instruction, we have adjusted the channel alignment to minimize to the fullest
extent practical the impact to jurisdictional wetlands. The current proposal
would excavate approximately 23,671 sq.ft. of 404 wetlands (see application).
These wetlands will not be destroyed but will be converted to public trust
waters. In the event mitigation is required for this portion of the project,
we have designated a 84,179 sq. ft. area of uplands which would be used to
establish the same wetlands type as those being impacted.

In addition to the completed application form, the follow-
ing items must be submitted:
A copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to cant' out
the project.
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 710203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a pan
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit comments
on the proposed project to the Division of Coastal
Management and should be advised by the applicant of
