Condition No. 2 of this certification will allow the additional channel excavation as described in the 23 March 1994 letter from Mr. David Pritchard of BEST. Hitch Personnel: Managers and Office Staff = 175 Direct taabEm?.lc,ya?•? _ 6ci. ------------- Total Office and Plant = 343 1.0 Site Location and Description The Goldsboro plant is located southwest of Goldsboro, east of U.S. 117, north of S.R. 1927, west of the Seaboard Coast Line Railroad tracks, and south of S.R. 1926. Figure 1, a portion of the USES Southwest Gioldsboro 7.5-minute series quadrangle map, shows the location of the plant. The site consists of approximately 96 acres, of which 9 acres is covered by buildings, concrete, or blacktop parking lots, 16 acres around the plant, office building and storage buildings is ' grassed with the remaining property being abandoned farm lend overgrown with weeds. The Goldsboro facility consists of a 146,()OO-square-foot manufacturing building, a 31,COO-square-foot office building, one freestanding new oil containment ouilding, one freestanding used oil containment building and orre freestanding hazardous waste/materials/equipment storage building all east of the manufacturing plant. All of the site drainage. leaves the site property through a main drainage ditch that flows northeast down the. center of the property. Figure 3 shows a site p_ian with the layout and topography of the site property. 1.1 Plant Information. The Goldsboro Plant manufactures liquid-immersed, specialty dry- type transformer.-3 and Airport Lighting Regulators. All spec:iaity and regulators are shipped upon completion while some liquid- iiwiier•sed transformers are stared on site until shipped. Units that are stored on site have the ofi removed and are pressurized to 3 to 5 psi with either very dry air ur dry nitrogen. Until the initiation of regulatory requirements in the 1170's polychlorinated biphenols(P(--:B's) were used at this facility. This facility is a generator of hazardous waste. This waste consists of waste paint, varniuh, solvents, paint thinners, cleaning solvents, dry paint particulate an(--I dry filter media, this material is stored on site within the regulated time frame and is collected and disposed of by a contract firm. i 1 1 a a a 1.2 Significant Materials and Activities- WIW Storm water contact with significant materials at the Goldsboro facility currently may occur through direct contact with materials such as used pallets and packing boxes, scrap metal skid pans, and with exposed final and intermediate products such as transformers and parts. Contact with significant activities includes loading and unloading operations and material handling equipment such as trailers and heavy equipment. PCB contaminated soils may be present at various locations on site and may be exposed to storm water contact. However, we expect that the potential for PCB contamination of the storm water is low clue to 1 .? relatively low mobility and high stability of PCE's. No accumulation of significant materials have been observed around any point or fugitive roof vent, these vents include emission points , from paint booths, pneumatic grit. 1_)1ast' operation, paint bane oven, core and soil dry-out ovens, cutt-Ang, grinding, and welding booths. 1.3 Proporty Outfall The storm water outfall for Hevi-Duty Electi?ic property is the 54-inch-diameter reinforced concrete pipe that carries the main drainage ditch flow under S.R. 1926 at the property line. The following potential pollutants which may be present in the. storcnwater discharge. L9'6, S.R. 19::.''7, arras, and facilities to the north, west and south that, discharge to the respective drainage ditches. The total impervious area of the site property, including building roofs and paved areas is est.:imated at 390,000 square feet, or 9 acres. total acreage for the site i estimated at ;its acres. Therefore, approximately 9% of the site is impervious. 1 1.4 Significant Spills There have been no spill: in the past three years at, this facility. J J a a 1.5 Non-stormwater discharges All non-contact cooling waters sources have either been convertec to closed-loop systems or their discharges directed down the sanitary sewer system. We do have a continuous flow of non- stormwater in the drainage system at this facility, that comNs from a series of springs located at the south end of the manufacturing plant, through a 6" underground drain tile. See figure 2. 2.0 Methods of Operation Due to the extent of significant material exposure - to storm water it does not appear feasible to modify the facility to eliminate this exposure. J 7 7 7 7 7 7 7 2.1 Structural Control Measures All new and used oil are stored in containment, buildings that eliminate porential storm water contact. All hazardous waste and hazardous m-ater•ial s are stored in a containment building preventing contact with storm water. The Vapor Phase chamber: and storage. tanks are. in containments to prevent contact with storm water. All floor drains that previously discharged to the Storm sewer system have been sealed with concrete. Overflow safety cutoff switches have been installed on all tanks to reduce the spill potential. 2.2 Nonstructural Control Measures A Spill Prevention Control And Countermeasure Plan is employed at the Hevi-Duty facility. Hevi-Duty Electric provides employee training and preforms daily visual inspections of the facility. 2.3 Best Management Practices The following best management practices are being considered to aid in the control of stored water runoff pollution at Hevi-Duty. 1. Pave all area of possible PCB contaminated soil. 2. Apply for a under•flow dam permit for the. main ditch. 2.4 Inspection Schedules and Erosion Control The hazardous waste/hazardous materials storage facility and all paint booths are inspected daily by the supervisor in charge of hazardous waste using form MP-850-2B. See attachment B. A bi- weekly inspection and repair form for all oil tanks, oil process equipment, oil pumps, vapor phase system, piping, and hoses is preformed by oil process equipment operators and the vapor please operators with all repairs completed by the maintenance department. Hevi-Duty utilizes a Preventive Maintenance Program to maintain all production equipment, safety controls, buildings, catch basins, and drain pipes.- 3.0 Spill Prevention and Response 3.1 New and Waste oil Storaoe 3.1.1 All transformer oil storage oil tanks are maintained inside a locked and guarded, fully fenced area. 3.1.2 All liquid filled transformers are completed using new transformer oil. The new transformer oil is received in tank trucks and pumped directly into the three (3) aboveground holding tanks. All pumps, input and discharge pipes for these tanks are inside the containment building designed to retain any type accidental spill. 3.1.3 An overflow (high level.) shut off system is installed on the storage tanks vent pipe. This safety system shuts off all fill pumps when a high oil level has been reached and energizes an alarm and light in the assembly area. 3.1.4 A spill/drip pan is positioned underneath the tanker valve assembly during unloading operations.
