July 141h•2019 an unnamed person called Lake Royale POA and left a voicemail that there was a boat low
in the water at the clubhouse marina and it looked like it may be sinking.
July 1511- 2019, 9:10 AM,Jonathan Van Apeldoorn (Lake Royale PDA Strategic Initiatives Manager)Was
contacted about a posable boat sinking at the clubhouse marina.Jonathan went to the marina to find
the boat sunk with the bow sticking out of the water and the Owner Mr. Bob Dobson trying to recover
his items that were floating in the water.Jonathan introduced himself to Mr. Dobson and told him he
would contact the Maintenance department about installing oil booms to contain the leaking oil and
gas.
July 15th•2019, 10:00 AM,The Lake Royale Maintenance department(Kent Smith Assistant Maintenance
Director& Kevin Carrol Maintenance 1)was contacted to purchase oil booms and install them around
the boat to contain the oil and gas.
July 15th, 2019, 10:00 AM,The Dobsons started contacting tow and recovery companies.
July 15th, 2019, 11:00 AM,Tow Boat US in Durham was contacted, and they were going to dispatch a
crew.
July 15th, 2019, 1:00 PM, Mrs. Dobson was notified by Tow Boat US that the crew from Durham did not
have the proper equipment and a crew from Morehead City were being dispatched to recover the boat.
July 15`h-2019, 2:00 PM,The Oil boom installation was completed.
July 15th- 2019,5:00 PM,Tow Boat US from Morehead City(Captain Ralph Griffin & Diver Jonathan
Evans) arrived at Lake Royale gate and were escorted to the clubhouse marina to evaluate the situation
and then escorted to the boat ramp at the Lake Royale Pavilion to launch their towboat with recovery
equipment.
July 15",2019, 5:45 PM,Tow Boat US started the recovery effort. Once the boat was level with the
water,they started pumping water out of the boat and ensured all water was pumped inside of the oil
boom ring to contain oil or gas.
July 1511- 2019, 8:30 PM,The boat was floating and was towed to the boat ramp.
July 1511•2019, 9:15 PM,The boat was loaded on the trailer, and the remaining water was drained on to
oil absorbent pads to absorb any remaining oil and gas.An inspection was performed, and all plugs were
still installed in the boat leading the opinion that the boat had sunk due to the bulge pump not having a
float switch,the boot around the outdrive leaking and heavy rains in the week leading up to the sinking.
July 15th, 2019, 9:30 PM,Tow Boat US returned to the clubhouse Marina to finish cleanup with oil
absorbent pads, after removing all oil and what gas could be recovered they removed the oil boom and
all oil absorbent pads and hauled off-site.
July 161h, 2019, 9:00 AM, Nick Holeman (Tow Boat US Captain) Inspected to ensure that all oil and gas
had been captured and that there was no oil sheen in the lake.
It is estimated that 1.5 gallons of oil and 12 gallons of gas leaked out during the sinking.

Lake Royale PDA will be using signage, newspaper, and social media to educate residents to check on
their watercraft frequently, remove their watercraft from the lake if they are going to be out of town,
removing any watercraft that leaks until repairs have been made, and when a boat appears to be sinking
contact LR POA Security during non business hours.
Lake Royale POA Maintenance Department is now stocking oil booms to speed up response time in the
future.

Jonathan,
As per a recent phone conversation, I have included the incident#in the subject line. Please refer to this number on all
correspondence to our office.
The response we are looking for should include a detailed report on the incident from how the boat sank and clean up
from beginning to end.
What efforts were taken to complete the cleanup and what efforts will be taken to avoid another accident such as this.
Please include responsible party's name,address and contact information.
In addition you had asked for information regarding permits needed regarding the possible dredging of the lake.
Andy Williams with the Army Corp of Engineers would probably be the best contact and the main source for any
permitting that is needed.
Thad Valentine and Natalie Norberg with DEMLR would also be a good source of information in reference to the
sedimentation and erosion control issues,they can be reached at 919-791-4200.
