Project Description: The North Carolina Department of Transportation (NCDOT) intends to replace
Bridge No. 49 on SR 1116, Godwin Lake Road, over John K. Swamp south of Peacock's Crossroads. At
the time of the original request for archaeological review, no preliminary design was available, but a
study area 434 feet long (over 132.282 meters) and 100 feet (30.48 meters) wide was requested. For the
purposes of this revised archaeological review, the area of potential effects (APE) is considered to be the
approximately 1 acre (more than .4 hectare) encompassed by the requested study area.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
The initial review of the site maps and files archived at the North Carolina Office of State Archaeology
was conducted on September 19, 2017. No previously recorded archaeological resources are located
within the proposed APE. However, three archaeological sites are located within a .5-mile radius of the
proposed APE. Sites 31JT466, 31JT467, and 31JT568 all possess prehistoric components that have been
generally characterized as low density scatters of lithic material. Site 31JT466 differs from the other two
sites in that the prehistoric component also includes New River series ceramics and a historic component
composed largely of a scatter of glass and whiteware. None of these site were considered to be eligible
for the National Register of Historic Places.
An examination of the data presented on the North Carolina State Historic Preservation Office HPOWEB
GIS Service (http://gis.ncdcr.gov/hpoweb/) reveals the following historic properties are recorded within
.5-mile of the proposed project: the National Register of Historic Places (NRHP) eligible Parker's Mill
(JT0898); historic house sites (JT1885, JT1952, JT1953); and the Smith -Lee House (JT0957). One
cemetery QT1995) location is also marked on the Peacock's Crossing Quadrangle, roughly .5-mile west
of the proposed APE; that site was determined not to be NRHP-eligible as an architectural resource
(Sandbeck et al. 2016: 187).
An examination of soils in Johnston County presented on the National Resources Conservation Service
Web Soil Survey (http://websoilsurvey.nres.usda.gov/app/WebSoilSurvey.aspx) indicates that only the
Bibb sandy loam, 2 to 2 percent slopes, frequently flooded (Bb) soil type falls within the delineated APE.
No further archaeological investigations are required for the project within the area established as the
current APE. Should the project change to include a larger footprint than covered by the current APE,
further consultation will be necessary. In the unlikely event that archaeological remains are encountered
during the bridge replacement, work should cease in that area and the NCDOT Archaeology Group
should be notified immediately.

Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
The proposed APE for the bridge replacement extends only 20 feet (nearly 6.1 meters) beyond the
existing 60-foot right-of-way (ROW) on each side of Godwin Lake Road. Topographic mapping of the
area indicates that the APE outside the existing highway easement can be characterized as the wetlands
along the margins of the John K. Swamp and perhaps the very base of the next alluvial terrace to the west.
This characterization is supported by the soil mapping that suggests that this entire area is frequently
flooded and poorly drained. While other sites in the area are located along the margins of the John K.
Swamp and Mill Swamp to the south, these sites seem to be situated at a higher elevation along the
adjacent toe slopes. The current APE does not appear to be well -suited for significant archaeological
resources to be present.
