Eric,
Attached is the mitigation letter for Section BA.
As to your question below, I have no idea where those numbers came from. I’m guessing it was a relic from a previous
permit application, transposed numbers, or alien abduction. The true numbers should have been 203 linear feet of
permanent stream impact and 0 acre of wetland impact.
As for the Preliminary Section B drawings, we have agreed to remove the “Additional Impacts” line from the Impact
Summary sheet reducing the total impacts for Section B by 0.10 acre of wetland impact and 200 linear feet of stream
impact.
Let me know if you have any questions or need anything else.
Jason

Jason: I left you a rambling voice-mail, so hopefully this will clarify: Where did the 307 linear feet and 0.02 acre to be
offset by mitigation, highlighted in the letter excerpt below, come from?

March 12, 2019
Subject: Mitigation Acceptance Letter:
R-2566BA, NC 105 Improvements from US 221 to SR 1136, Watauga County
The purpose of this letter is to notify you that the Division of Mitigation Services (DMS) will provide the
compensatory stream mitigation for the subject project. Based on the information supplied by you on February 28, 2019, the
impacts are located in CU 06010103 of the Watauga River basin in the Northern Mountains (NM) Eco-Region, and are as
follows:
Watauga Stream
06010103
NM Cold Cool
Impacts (feet/acres) I 203.0 1 0
Wetlands
Warm Riparian Non- Coastal
Riparian Marsh
0
Buffer (Sq. Ft.)
Zone 1 I Zone 2
*Some of the stream and/or wetland impacts may be proposed to be mitigated at a 1:1 mitigation ratio. See permit application
for details.
The impacts and associated mitigation needs were under projected by the NCDOT in the 2019 impact data. DMS will
commit to implement sufficient compensatory stream mitigation credits to offset the impacts associated with this project as
determined by the regulatory agencies using the delivery timeline listed in Section F.3.c.iii of the In -Lieu Fee Instrument dated
July 28, 2010. If the above referenced impact amounts are revised, then this mitigation acceptance letter will no longer be valid
and a new mitigation acceptance letter will be required from DMS.
If you have any questions or need additional information, please contact Beth Harmon at 919-707-8420.
Sincerely,
Jam B Stanfill
