You are correct that you would normally contact the Regional Engineer (Tamers Eplin in Winston-Salem, in this case) about requesting Dormant Status for a site that is not operational but still holding a permit. We have guidance for the regions on how to handle that request. It sounds like nothing was ever built here, though. If there was never any industrial activity, and there are no industrial materials on the site for either of these operations, permit requirements have not "kicked in" yet, and wouldn't until the sites are built or industrial activities start. An NPDES permit only applies to potential discharges from industrial activities or materials. When a facility has operated and then ceases activity, there are still obligations under the permit they began that have to be continued (for example, facility inspections and other obligations under the Stormwater Pollution Prevention Plan). But if those never began, I'm not sure that requesting dormant status is even necessary. As long as Carolina Sunrock continues to pay annual fees for these permits, the COCs will remain current. Permit requirements would begin when materials and/or operations are introduced to sites (and the SPPPs need to be developed ahead of that). Does that make sense for the situation here? Send all suspicious email as an attachment to report.spam@nc.gov Bethany, Carolina Sunrock would like to request dormant site status for our Prospect Hill Facility located at 4266 Wrenn Road, Prospect Hill, NC, 27314. The site was a planned ready mix concrete and hot mix asphalt distribution facility. Following site preparation and before the facility was erected, the project was placed on hold indefinitely. The site has two active NPDES Permits (#140460 and #160227) and we would like both placed into dormant status. Please note that Carolina Sunrock has suspended any and all industrial activities at the property and will promptly notify DEMLR if future site plans change. After reviewing the DEMLR website, it looks like the Regional Office Engineer may require a site visit in order to process the dormant site status request.
