Hazen and Sawyer is pleased to submit two (2) copies of the Winding Pine Pump Station
application package to request issuance of a Sewer Permit for the pump station and the
associated gravity sewer and force main.
Project Description,
The Winding Pine Pump Station (WPPS) is designed to replace the existing Kit Creek Pump
Station (KCPS) that has been prone to regular flooding due to its proximity to Kit Creek. The
pump station's service area will receive flow from Morrisville, the Research Triangle Park (RTP),
and parts of West Cary and Northeast Chatham County and pump these flows to the West Cary
Pump Station. The WPPS is designed maximize use of the existing infrastructure to the extent
practicable in order to convey flow to the West Cary Pump Station.
Since the WPPS will only replace the existing KCPS and not generate any new development,
no additional flow will be introduced to the system. Additional flow will be requested by others as
the service area is further developed.

wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity

treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to

Our wetlands staff in the office reviewed the response to the separation requirements for wetlands. Their response to
me was'was the Corps of Engineers contacted regarding wetland impacts?'.
Please verify whether the Corps was contacted, and whether a determination was made concerning coverage under a
404 or 401 permit/certification.
The Winding Pine Pump Station project's pipe corridor will traverse two jurisdictional wetlands. The pipe will be
installed underground with no aboveground structures occurring in jurisdictional wetland areas. Upon completion of the
pipe installation, the area of disturbance will be returned to original grade. Impacts to jurisdictional wetlands resulting

Brian and Shuyan,
We are reviewing the subject application and need some additional info.
Please tell us the number of pumps, and size of each, that will be installed in the pump station.
The pump station will have 6 total pumps. The will be four (4) 400 horsepower high flow pumps rated for 2,447 gpm at
a total head of 284 feet and two (2)135 horsepower low flow pumps rated for 1740 gpm at a total head of 160
feet. Due to the head differential, the low flow pumps will only run during low flow conditions and will not contribute to

Item IX. 2. notes that separation requirements for wetlands is not complied with. Please explain how separations will be
met for this project.
The pipelines that cross the wetlands are designed in accordance with 15A NCAC 02T .0305(g). In particular, the
pipelines meet the water main standards in 15A NCAC 18C. In addition, the two wetland complexes traversed by the
project corridor consist of large wetland complexes that extend quite a distance north of the project corridor and extend
south of the project corridor to Kit Creek. The project corridor is located to reduce the impacts to jurisdictional wetlands
to the extent feasible by placing the corridor in narrow portions of the large wetland complexes. Alternative routes
along the roadway are not feasible due to the required depth of the gravity sewer.
We'll continue drafting the permit upon submittal of the above info.

from installation of the pipe includes temporary impacts during construction activities and less than 1/10 acre of
permanent impacts from conversion of forested wetlands to non -forested wetlands associated with a mandated,
permanent access corridor. Additionally, no federally protected species or designated critical habitat are reported to be
present in the project site or in the vicinity of the project site.
One of the wetland areas occurs where a stream is noted on the NRCS Soil Survey for Wake County. A stream
determination was performed for the depicted feature by DWR. The feature was not found by DWR to meet the
requirements of an intermittent or perennial stream.
Per Section 404 of the Clean Water Act, impacts to the jurisdictional wetlands present within the pipe corridor are
covered under Nationwide Permit 12 — Utility Line Activities. Per Section 401 of the Clean Water Act, the project falls
under DWR Water Quality General Certification No. 4133. Based on the notification requirements associated with
Nationwide Permit 12, neither submittal of a pre -construction notification nor request for a jurisdictional
determination is required for the Winding Pine Pump Station project. Additionally, the proposed project does not meet
any of the thresholds or circumstances that require written approval for a 401 Water Quality Certification from DWR. It
should be noted that the project was designed to meet or exceed the General Conditions of the Nationwide Permit 12
and the design standards required by DWR and General Certification No. 4133.

We are reviewing the subject application and need some additional info.
Please tell us the number of pumps, and size of each, that will be installed in the pump station.
The pump station will have 6 total pumps, The will be four (4) 400 horsepower high flow pumps rated for 2,447 gpm at
a total head of 284 feet and two (2) 135 horsepower low flow pumps rated for 1740 gpm at a total head of 150
feet, Due to the head differential, the low flow pumps will only run during low flow conditions and will not contribute to
