Upon review of your request for 401 Water Quality Certification
to place fill material in 360 square feet of wetlands or waters which
are tributary to Scuppernong River UT for sewer line installation
located at SR 1209 in Tyrell County as described in your submittal
dated 28 September 1993, we have determined that the proposed fill can
be covered by General Water Quality Certification No. 2664. A copy of
the General Certification is attached. This Certification may be used
in qualifying for coverage under Corps of Engineers' Nationwide Permit
No. 12.. An additional condition is that pressure check readings must
be made at all stream crossings annually and reports sent to DEM
Washington Regional Office.
If this Certification is unacceptable to you, you have the right
to an adjudicatory hearing upon written request within thirty (30)
days following receipt of this Certification. This request must be in
the form of a written petition conforming to Chapter 150B of the North
Carolina General Statutes and filed with the Office of Administrative
Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. Unless such
demands are made, this Certification shall be final and binding.

8. PROJECT SUMMARY: The applicant proposes to place two (2) 8" forced sewer mains 4' below the
bottom of a manmade canal 'adjacent the Scuppernong River.
Project setting
The Town of Columbia's proposed forced sewer main project is located on SR 1209 at
a crossing of a manmade canal which connects into the Scuppernong River just north of
Columbia in Tyrrell County, North Carolina. Two arched pipe culverts with concrete headwalls
make up the crossing of the canal which averages ±30 feet wide and is ±4 feet deep. The
crossing is bordered on the upstream (east) side by an approximately 30' wide cutover area for
aerial transmission lines. This cutover area is vegetated with various wetland plant species
including Typha spp. which give way to upland grasses on the road shoulder. The downstream
(west) side of the crossing has an approximately 10' wide cutover area for aerial transmission
lines vegetated like the east side. Adjacent the cutover areas on both sides of the crossing is
wooded wetland on both sides of the canal. The section of the canal adjacent the cutover areas
on both sides of the road crossing is heavily vegetated with alligator weed. The unnamed
manmade canal connects to the Scuppernong River which is classified as SC by the
Environmental Management Commission.
Project description
The applicant proposes to place two (2) 8" diameter ductile iron sanitary sewer force
mains beneath a manmade canal on the upstream side of SR 1209. One pipe will carry untreated
sewage from the Town of Columbia to the new sewage treatment plant and the other pipe will
carry treated sewage back to the existing treatment plant for disposal in the existing effluent
pipe. The proposed system will upgrade the existing .150 mgpd plant to .225 mgpd.
A 3' wide by 4' deep trench will be excavated across the canal bottom and the two pipes
will be placed in the resulting trench. The applicant proposes to leave the trench open and allow
natural sedimentation to fill it in. The trench work will be done from the adjacent banks using
an excavator. Riprap is proposed to be placed on the canal bank above the NWL in the trench
alignment to reduce erosion until seeding has taken place.
Anticipated impacts
The project as proposed would result in the disturbance of ±360 ft2 of canal bottom.
Localized turbidity would occur as a result of the excavation activities associated with the
trenching in of the pipe.

instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the

title, plus written permission from the owner to carry out
the project
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
12 x 11 white paper. (Refer to Coastal Resources
Commission Rule 7J.0203 for a detailed description.)

only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's

The Town of Columbia is proposing to build a wastewater treatment plant north of town
along NCSR 1209 to treat 225,000 GPD of wastewater. To serve the plant, two 8" force
mains will be constructed along the east side of NCSR 1209 (one for influent to the new plant
from the Town's existing main lift station; the other for effluent from the new plant site to the
existing plant site). The two force mains will be of PVC material except where they cross the
canal under NCSR 1209. Here ductile iron pipe will be used for 120 LF centered under canal.
This length of pipe will be buried under the canal by use of a backhoe, dragline, or excavator
depending upon the contractor.
