AFTER NCDEH&NR EVALUA- TIONS, IT WAS DETERMINED THE NORTHERN AREA AROUND AN ESTABLISHED VEGETATED DITCH RATED MUCH HIGHER AS TO FUNCTIONAL WETLAND VALUES TO REDUCE SEDIMENT/POLLUNTENT LOADS FROM SURFACE RUN-OFF EVENTS, VERSUS THE MORE SOUTHERN AREA WHICH IS A WETLANDS DEPRESSION. NCDE&NR DETERMINED THE NWP-26 FILL REQUEST COULD BE GRANTED IF THE 404 WETLANDS AREA AROUND THE ESTABLISHED DITCH COULD BE LEFT UNDISTURBED. THE WETLANDS AREA TO BE RESERVED AROUND THIS DITCH IS -0.3 Acres, LEAVING A BALANCE OF THE ORIGINAL FILL REQUEST AT 0.9 Acres WITHIN THE LOWER VALUED WETLANDS DEPRESSION. ENCLOSED IS A RECENT SURVEY OF THE 404 WETLANDS AREA TO BE RE- SERVED AND LEFT IN ITS' NATURAL STATE ("'0.3 Ac). NWP-26 FILL REQUEST OF MAY-1993. THE 1.20 Acres OF 404 WETLANDS IN QUESTION ARE WITHIN THE EXTREME UPPER HEADWATERS OF AN UNNAMED TIBUTARY THAT IS -3500 Ft FROM BELLS BRANCH. THE MAJORITY OF THIS TRUBUTARY, DOWN-GRADIENT OF THE PROPOSED FILL AREA, HAS BEEN HISTORICALLY CULVERTED AND FILLED DURING THE 1960'S-1970'S. THE INTERMITTENT WATER FLOW FROM THIS TRIBUTARY GOES TO A SUBSURFACE CULVERT AT THE PRESENT END OF ADAMS BLVD. IN ADDITION, PORTIONS OF THE TRIBUTARY ARE HISTORICALLY DITCHED ALONG THE NORTHERN PROPERTY LINE. IT WAS REALIZED.EARLY IN THE PLANNING OF THIS PROJECT THAT AVOID- ING THE WETLANDS WAS NOT PRACTICAL DUE TO THE CURRENT ALIGNMENTS OF THE EXISTING WILKERSHIRE DRIVE AND ADAMS BLVD, WHICH ARE THE INGRESS/EGRESS TO THIS PROJECT. THIS IS ALSO THE DIRECTION THE PROJECT IS MANDATED TO CONNECT TO GREENVILLE UTILITY SERVICES WHICH CURRENTLY END AT ADAMS BLVD. THUS AVOIDANCE OF THESE REMNANT WETLANDS ARE AN IMPRACTABILITY. MINIMIZATION OF THE FILL REQUEST WAS, ALSO CONSIDERED IN THE PLANNING OF THIS PROJECT. THE CURRENT ZONING CLASSIFICATION IS R-9S, BUT THE AVERAGE LOT SIZES ARE BEING KEPT AT 11,900 SgFt TO REDUCE DENSITY. IN ORDER TO KEEP LOT SIZES LARGER AND CONNECT TO EXISTING ALIGNMENTS OF THE INGRESSES/EGRESSES, MINIMIZING THE FILL REQUEST BECAME IMPRACTICAL. IF WILKERSHIRE DR WAS MOVED WEST OF THE WETLANDS, THE LOT SIZES DID NOT MEET PLANNING/ZONING REQUIREMENTS. IF WILKERSHIRE DR WAS MOVED EAST OF THE WETLANDS, THE WETLANDS WOULD BE DISSECTED BY NUMEROUS DRIVEWAY CROSSINGS, NCDOT ROAD/CURVE SPECIFICATIONS WERE DIFFICULT TO MEET, AND FEASIBLE PLANNING & ZONING LOT CONFIGURATIONS/NUMBERS BECAME A PROBLEM. DUE TO THE ALIGNMENT AND POSITION OF THE.WETLANDS WITHIN THIS TRACT, THE MOST PRACTICAL ALTERNATIVE WAS TO FILL AND/OR RECON- FIGURE THIS 1.20 Ac AREA TO BETTER MANAGE STORMWATERS AND RUNOFF. Jim. PAGE 2. EASTWOOD SECT 9, NCDEH&NR WETLAND FILL CONCERNS THE OLD EXISTING DITCH ALIGNMENT WILL BE RECONFIGURED TO CONTROL AND DETAIN STORM WATER EVENTS. THE LOTS WILL SHAPED THROUGH GRASSED SLOPES TO DRAIN FROM SOUTH TO NORTH TOWARDS THE REALIGNED DRAINAGE AREA, WHICH WILL BE A GRASSED DEPRESSION WITH A COLLEC- TOR DITCH. NC SEDIMENTATION & EROSION STANDARDS WILL BE FOLLOWED AS REQUIRED BY LOCAL PLANNING & PLANNING-ZONING. TOTAL IMPERVI- OUS COVER FROM HOUSING AND ETC WILL BE <30% PER LOT. WHILE PORTIONS OF THE 1.20 Ac WILL BE FILLED, THE BALANCE WILL BE SHAPED AND RECONFIGURED TO CONTROL STORMWATER FLOWS THROUGH GRADUAL SLOPES TO OVERLAND GRASSED FILTER STRIPS.
