It is in the outside meander bend of Roan Creek. The outside bend has a vertical cut bank of 4'-5'. Therefore the wetland is on top of a pretty severe slope now and seems to be thriving. My analysis is that there is a ton of ground water and watershed water getting to the wetland and what little water it may be losing based on its landscape position is not effecting the wetland size or health. I agree our impacts may be permanent in Nature. (I revised the PCN and plans to indicate the impacts are permanent) Based on what we can find we believe the stream was historically in the location that we are relocating to. I have observed this stream for about 5 years while we secured funding and believe that based on these observations that the new channel location and any associated bank sloping will not serve to "drain" the wetland and may enhance its ability to hold water because of a proposed more gradual slope than what exists now. Please accept this email as request to work in the wet with temporary diversions at the structure locations to insure that active live water and raw soil contact is minimized to meet state turbidity standards. working in the wet is not feasible because the flow of the stream is to large. The temporary diversions will be in channel and constructed with bed material to divert the flow away from the areas of excavation this will insure minimal contact of water and soil. Structures will be tied and keyed in at the end of each work day and matted before the water is turned back out of the diversion channel. I believe this methodology allows for the least impact and the best opportunity to protect from excess turbidity. Please let me know if you need any additional information. I believe that would be considered permanent impacts converting a portion of the wetland to stream. Although this would not require mitigation I think it should be accurately accounted. Amanda, please confirm or correct me. I haven't been to the site and this might be obvious if I had, but please provide an analysis of whether you believe the hydrology of the remaining wetland will be modified/reduced by the relocation of the stream. If the slope is such that the lowest portion of the existing wetland would be downslope of the stream then it could be that the location of the stream would intercept the hydrology to a portion of the wetland in the future. In order for DWR to provide an exemption from Condition 11.9 in GC#4134 you must request to work in the wet and provide a detailed justification with supporting documentation such as calculations or construction sequences, explaining why it is not feasible to work in the dry. While it may be not be practical to provide full time pump around, you must explain why it is not feasible to temporarily pump around while equipment is in the channel/structures are being installed, and divert water back into the channel when equipment is not actively within the channel. You must also provide an explanation of how you intend to meet downstream water quality standards, such as turbidity standards, while working in the wet.
