No impacts to streams or wetlands are proposed. Project Summary, Location, and Purpose The purpose of the Project is to construct a light industrial storage facility with associated parking and stormwater utilities. The Project site is currently undeveloped and consists of 1.91 -acres of wooded land. Land -use in immediately adjacent properties consist of commercial, industrial, and retail/service. The Project is located approximately 200 feet south of the intersection of Corporation Parkway and Commerce Park Drive in Raleigh, Wake County, NC. The corresponding Wake County PIN for the Project property is 1724-73-6480. The approximate center of the Project is located at Latitude: 35.791839° N; Longitude: 78.569444° W and is located within the Neuse River Basin. Project History Sage Ecological Services, Inc. evaluated the Site on July 19, 2019 and determined that no wetlands were present on the property. One stream exhibiting perennial flow is present on the property. Avoidance and Minimization No stream or wetland impacts are proposed. No other riparian buffer impacts are proposed other than those resulting from the stormwater discharge pipe. Stormwater will be treated prior to being discharged through the buffer. Treatment will consist of subsurface detention and a four-chamber sand filter device. Buffer impacts have been reduced to the extent practicable by minimizing the length of the Reinforced Concrete Pipe (RCP) which extends through the buffer. Page 1 of 2 Project Impacts Utilities for the proposed project will connect to existing utility lines adjacent to the Project site. Stormwater treatment will be required for the proposed impervious surface area via subsurface detention, sand filter, and piped through the buffer to a Flared End Section (FES) with a riprap pad. 1he City of Raleigh will be reviewing and approving the stormwater plan. Heavy equipment typically used for utility installation projects (e.g. back hoes, bulldozers, etc.) will be utilized. Permanent buffer impacts proposed for the project include 732 Square Feet (ft2) in Zone 1 and 413 ft2 in Zone 2 resulting from the stormwater discharge. Overall riparian buffer impacts total 1,145 ft2. Mitigation The riparian buffer impacts associated with this project are considered "allowable" within the table of uses. Comments: Subsurface detention system preceeding the proposed buffer impact will provide treatment and flow attenuation. D. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The project has avoided direct impacts to the stream as well as any additional impacts to the riparian buffers. The proposed buffer impacts were minimized to a 20 -foot wide corridor required to install the pipe. The outlet of the pipe was angled slightly to avoid potential erosion of the opposite stream bank. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. General techniques include the use of construction fencing to define the construction corridor and prevent any accidental additional impacts.
