Dear Mr. Domey:
AT&T Communications, Inc. was issued permit authorization by the Department of
the Army on December 2, 1993 to install one four inch steel pipe by directional bore
methQd -within a ten foot wide easement across Crabtree Creek. Due to encountering
expected ro AT&T's contractor has been unsuccessful at completing installation
by this me
AT&T proposes to modify the proposed method of installation to installation by open
trench method. The alignment will remain the same and the work will be restricted to
a maximum corridor of twenty feet per Special Condition i of the existing permit. A
maximum excavated depth will be twenty-four inches into the bedrock across Crabtree
Creek.
Due to North Carolina Department of Transportation's construction jeopardizing the
existing facility, AT&T requests your urgent assistance with the processing of this
modification- Construction is scheduled to resume immediately upon your approval.

Certification to place fill material in waters which are

proposed fill can be covered by'General Water Quality
Certification No. 2664 issued January 21, 1992. A copy of the
General Certification is attached. This Certification may be
used in qualifying for coverage under Corps of Engineers' General
Permit No. 049.

Reference is made to our letter dated December 2, 1992, confirming
authorization by regional general permit No. 198200049 of your proposed
installation-off -a lightguide cable within a steel pipe by the directional bore
method, within a 10-foot-wide easement across Crabtree Creek, along the east
side of New Bern Avenue, in Raleigh,^ .aunty North Carolina. Reference
is made to your letter of July 21, 1993, which requested Department of the
Army permit authorization for a modified method of installation for the cable,
involving cutting an open trench in the. creek with a track-hoe, with
side-casting of the excavated material in the creek, and no flow re-direction.
On December 2, 1982, we issued general permit No. 198100049 (enclosed)
that authorizes. the installation of aerial and subaqueous utility lines with--
attendant structures to span navigable waters of the United States in North
Carolina.
Your proposed work, as modified, is authorized if you can comply with all
permit conditions. Please read the enclosed permit to prevent an
unintentional violation of Federal law, particularly noting Special Condition
i. which restricts the work to a maximum corridor of 20 feet. As this
Department of the Army general permit does not relieve you of the
responsibility to obtain any other required approvals, you should contact
appropriate State and local agencies before beginning work, including Mr. John
Dorney of the North Carolina Division of Environmental Management at (919)
733-1786 regarding a.State Water Quality Certification.

AT&T Communications, Inc. has completed engineering work for the relocation of the
Rocky Mount - Raleigh Lightguide Cable along U.S. 64 at Crabtree Creek in conjunction
with the North Carolina D.O.T. road and bridge widening in Raleigh, North Carolina. In
accordance with the Department of Army's general permit no. SAWC081-N-000-0049,
AT&T proposes to install 1- 4" steel pipe by directional bore method across Crabtree Creek
within a newly acquired 10 foot wide easement. AT&T has received approval from the
Department of the Army Corps of Engineers to perform this work under action ID. no.
199300603 and general permit no. 198200049.
Attached is a route map and detail drawing indicating the site location and the bore profile
of the creek crossing. Due to the method of construction no surface disturbance is required. .
Your assistance with the processing of this application is requested. Construction is
tentatively scheduled for January 12, 1993 pending your approval.
