8. PROJECT SUMMARY The applicants propose to develop the subject project in three
distinct phases. There will be 78 residences and a clubhouse and pool built as a result of the
requested permit. There ave been sonic residences completed within every phase until it was
determined that a major permit was actually necessary for the total project. A total of 10

Ocean Ridge I - This sec ion is approximately 1000 feet long and has approximately 200 feet
of space between the firs line of vegetation, as identifies in July 1993, and the right-of-way

phase. Also, three dune crossovers have been constructed.
Ocean Ridge III - This s tion is also approximately 1000 feet long but is approximately 280
feet wide. There is only ne existing residence and drive in this section. Also, only one dune
crossover has been const ucted.
Ocean Ridge II - This section is approximately 750 feet long. The width of this segment is
approximately 290 feet., There are five residences located in this section. Three of the
structures are on the ocen front and the other two are located on the second row. Only one
drive is completed in this section and it is shared by four of the residences. At this time only
one dune crossover has 4een constructed. This is a shared structure.
The applicants propose t? develop the sections in the following manner:
Ocean Ridge I - The applicants propose to continue to develop this section utilizing a pod or
clustered design. A totall of eight clusters will be developed with 32 residences when total
build out occurs. A common drive will be shared by four units. The typical building
footprints are shown as approximately 36'x 40'. This area has experience erosion in the
recent past and the applicants have adjusted the footprint of those structures on the ocean
front in a landward direction in order to compensate for this erosion. Common dune
crossovers will be provi ed for every four units. It will be necessary for an additional 5
crossovers to be constru ed. In order to prepare the entire section for total development the
applicants propose to fill an area approximately 260 feet long by 40 feet wide to a top
elevation of 11.5 feet. Inladdition to the residences a clubhouse and pool will be constructed
between Lots 26 and 27 in the second row.

at build out. This section has experienced lower erosion than either of the other two. The

This project is a finaliza on of one that was originally begun by a developer who used the
minor permit avenue in o der to construct. After the project began it was determined that the
minor permit program was not appropriate. The present project has been divided into three
sections. A total of 88 residences will be constructed, ten of which already exist. A
clubhouse and pool will Iso be provided. The applicants have designated building pads on
the individual lots which provide more than the minimum setback where there is available
room. The houses will be on central sewer and water. The present land use plan has this area
designated as Limited Tr sitional. The zoning does not appear to fit that class. However,
the project was approved several years ago when this area was still in Onslow County. This
pre-approval provides gr dfathering for the current project.

affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out
a lth project.
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 7J.0203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent -,aterfront (riparian) landowners. These
individuals have 30 days in which to submit comments

one dune crossover has ben constructed. This is a shared structure.
The applicants propose to Develop the sections in the following manner:
Ocean Ridge I - The appli is propose to continue to develop this section utilizing a pod or
clustered design. A total o eight clusters will be developed with 32 residences when total
build out occurs. A con-u on drive will be shared by four units. The typical building
footprints are shown as a proximately 36'x 40'. This area has experience erosion in the
recent past and the applic is have adjusted the footprint of those structures on the ocean
front in a landward direction in order to compensate for this erosion. Common dune
crossovers will be provided for every four units. It will be necessary for an additional 5
crossovers to be construct . In order to prepare the entire section for total development the
applicants propose to fill area approximately 260 feet long by 40 feet wide to a top
elevation of 11.5 feet. In a dition to the residences a clubhouse and pool will be constructed
between Lots 26 and 27 i the second row.

Ocean Ridge III - This seg ent will be developed in the same manner as section 1. A total
of eight clusters of four un s will be developed. This section will also have 32 units when
built out. The wider width Of this section allows for a larger building footprint. The typical

unit is shown as 36'x 60' o the plans. This section has not experienced the same erosion as
section I. The setbacks for th e building footprints begin as the required 60' setback adjacent
to Ocean Ridge I and increa ses to approximately 71' adjacent to Ocean Ridge Il at the other
end. A total of seven dun crossovers will be required to provide ocean access for this
section. This section will r uire a fill area of approximately 1000 feet by 190 feet in order
to raise the property to a to elevation of 11.5 feet.
Ocean Ridge II - This sectipn will also be developed in clusters of four units each. Due to
the shorter length of this section only six clusters will be developed with a total of 24 units
at build out. This section hins experienced lower erosion than either of the other two. The
applicant's have platted thfoot print of the building pads from approximately 70' at the
Ocean Ridge III end up to maximum of 73' near the middle of the tract and back down to
67' at the eastern end of this section. It will be necessary to construct five dune crossovers
in this section. The area req iring additional fill in this section is approximately 750' x 180'.
10. ANTICIPATED IMPACTS
This project is a finalizatio of one that was originally begun by a developer who used the
minor permit avenue in order to construct. After the project began it was determined that the
minor permit program was of appropriate. The present project has been divided into three
sections. A total of 88 residences will be constructed, ten of which already exist. A
clubhouse and pool will al be provided. The applicants have designated building pads on
the individual lots which p ovide more than the minimum setback where there is available
room. The houses will be o central sewer and water. The present land use plan has this area
designated as Limited Transitional. The zoning does not appear to fit that class. However,
the project was approved s veral years ago when this area was still in Onslow County. This
pre-approval provides gran fathering for the current project.

instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the

1/2 x 11 white paper. (Refer to Coastal Resources
