The project should pose no threat to navigation since it appears to meet the 1/3 rule an is several thousand feet from a federally-maintained channel. This wooden deck is to be connected to the proposed floati g dock by an adjustable wooden ramp. The dimensions of the floating dock as proposed are 6 wide by 204' long. The applicant states in the application that this dock will serve as a tempor tie-up for 10 or less small, open boats. Approximately 1300 square feet of public trust wa?er would be occupied by the ramp and floating dock. An additional 80-100 square feet o upland area would be covered by the proposed deck. ANTICIPATED IMPACTS The construction and jetting-in f pilings for the deck and floating dock will likely result in a short term increase in turbidity f the adjoining waters. PROJECT SUMMARY The applicant proposes to construct a wooden deck over top of and landward of an exi ting concrete cap over a bulkhead. Also proposed is a floating dock 204' long by 6' wi e. The deck and the floating dock are to connected by an adjustable ramp. The d k is being proposed as an "attraction and convenience" for patrons of the Topsail Isl d Trading Company Gift Shop. Topsail Island Trading Compa Y Page 2 i i ITE DESCRIPTION Topsail Island Trading Company is a gift shop located off of Highway 210 in Surf City. The backside of the property borders Stump Sound which is connected to the Atlantic Intercoastal Waterway by a man-made canal The applicant, Mr. Gary Sunderland, is an architect and is acting as agent for Donald and Jean Luther, owners of Topsail Island Trading Company. Currently existing on the property is the gift shop, paved parking lot, brick barbecue and picnic area, and an approximately 80' 1 ng bulkhead with a 5' wide concrete apron attached along the top. i Only a portion of the shoreline the lot is bulkheaded. The undeveloped portion is vegetated with Syartina alterniflora, approximately 4-6' wide by 85'long on one side of the bulkhead and 6' wide by 16' long on the other side. Under the applicant's proposal this coastal marsh fringe will remain undisturbed. The waters in proximity to the l Gift Shop are designated as Primary Nursery Areas by the Division Of Marine Fisheries. is area is not open to shellfishing. The waters are classified as SC by the Division of Enviro mental Management. The water depths in the area 4here the dock is proposed are 2.5' mlw and 4.5' at mhw. Soundings are shown on the sitejplan. The project should pose no threat to navigation since it appears to meet the 1/3 rule and; is several thousand feet from a federally-maintained channel. The applicant proposes to cons ct a wooden deck 10' wide by approximately 80' long landward and over the top of the existi g bulkhead and concrete cap. This wooden deck is to be connected to the proposed floating dock by an adjustable wooden ramp. The dimensions of the floating dock as proposed are 6' wide by 204' long. The applicant states in the application that this dock will serve as a tempo tie-up for 10 or less small, open boats. Approximately 1300 square feet of public trust wat r would be occupied by the ramp and floating dock. An additional 80-100 square feet of upland area would be covered by the proposed deck. ANTICIPATED IMPACTS The construction and jetting-in f pilings for the deck and floating dock will likely result in a short term increase in turbidity o the adjoining waters.
