Dear Mr. Williams:
The North Carolina Division of Water Resources conducted an inspection of the Jamesville Collection
System on 7/08/2019. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Collection System Permit No. WQCSD0032.
The findings and comments noted during this inspection are provided in the enclosed copy of the
inspection report entitled "Compliance Inspection Report".

Inspection Summary
On July 8, 2019, Sarah Toppen and Allen Clark with NCDWR conducted a Compliance Inspection for the Town of Jamesville
Collection System. Neal Lilley, ORC was present for the town. Also, Town Clerk, Kimberly Cockrell was assisting as
needed.
There was a overall sewer system map for the town but several items were not included. the items missing are the flow
direction, Pump Station ID, location and capacity, and the force main air release valve location and type. Update the map so
that all necessary items are on the overall sewer system map.
There was no Spill Response Action Plan available. Allen Clark entailed Kim Cockrell a Spill Response Plan shell.
The ORC stated the town has two aerial lines. These two lines had been cleared but there were still some trees that need to
be removed. Also, The Right-of-ways need to have a full width for access. These areas need to be maintained for access if
needed.
Marco pumpstation doesn't have a 24 hours notification sign. Also, the sign needs the owner's name and instructions for
notification.
Hwy 171 has a generator present. Make sure the generator is connceted in a way that it can operate during an emergency.
River Edge pump station doesn't have a generator on -site. There is only a seasonal restaurant connected to this pump
station.
The pump station logs have not been recorded and kept. Allen Clark has emailed Kim Cockell an Excel Spreadsheet so
that you have an example log book that the town can use to record the necessary information.
The facility is currently in noncompliance. Work on the issues stated above and contact our office for a reinspection

Comment: The current ORC has been in this position for 1.5 years. Since he's been the ORC no sewer
spills have been documented.
The town doesn't have a Spill Response Plan Allen Clark has emailed Kim Cockrell Town Clerk
a Spill Response plan so that the town can create one.
