The USCG Station Emerald Isle, established in 1790, covers approArnately 50 nautical miles of the Atlantic Intracoastal Waterway from Bogue Inlet to Surf City and 30 nautical miles
offshore. The Station consists of a basin and access channel to accommodate different sized vessels. Sediment testing conducted in May 2007 revealed that shoaled material in the
access channel and basin is composed of sand containing less than 10 percent fine-grained sediments ("fine-grained" is defined as being less than 0.0625 mm in size). Therefore, the
material is acceptable for beach and nearshore placement.
The proposed dredging has not changed from previous maintenance events; the project depth of the channel and basin remains at -6 MLLW with 2 feet of allowable overdepth by 90
feet wide, following naturally occurring deep water. Bathymetric surveys of the area were last taken 12-14 February, 2019 to capture the shoaling conditions at the confluence of the
USCG access channel and the Federal navigation Channel connecting Bogue Inlet to the AIWW.

The U.S. Coast Guard (USCG) Station Emerald Isle requires maintenance dredging of the basin and access channel to allowfor their offshore search and rescue vessel to navigate in
and out of the channel safely. The maintained basin and channel will also allowthe USCG to provide the best possible coastal homeland security and law enforcement for their region.
The USCG and U.S. Army Corps of Engineers, Civil Works (Corps) share a similar mission to maintain and safeguard federal navigation channels. The Corps solicits and awards
contracts for maintenance dredging of the Atlantic Intracoastal Waterway (AIWW) annually by cutter suction (pipeline) dredge, and it is more economically feasible for the USCG to
"piggyback" on these contracts rather than solicit their own individual contract. Pipeline dredging can remove up to 10,000-15,000 cubic yards (CYs) of material a day making it a more
desirable dredge method when larger quantities need to be removed. For this proposed maintenance dredging permit renewal, dredging can be performed through contract pipeline
dredge, or with a government-owned plant (side -cast and special purpose hopper dredge). This permit renewal would provide the Emerald Isle USCG Station with 10 years of
maintenance dredging events.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The USCG requests to renewthe expired Individual Permit 2007-03344-016 for another ten years to be effective through 2029. USCG Emerald Isle is proposing to conduct maintenance
dredging of the basin and access channel this fiscal year (FY) 2020 dredging season. Future maintenance dredging events will occur on an as -needed basis either by means of a
contracted pipeline dredge, side -cast dredge or special purpose hopper with placement either on the beach or in the nearshore. Sediment from the basin and access channel has been
tested and contains less than 10 percent fine-grained material and; therefore, is compatible for beach and nearshore placement. Three dredging scenarios have been summarized
below.
Pipeline Dredge and Dredged Material Placement on Beach
Hydraulic cutter suction dredging will occur simultaneously with the Corps' AIWW maintenance dredging contracts, allowing for more affordable mobilization and demobilization costs.
The dredge for this type of project typically has an 18-24" cutterhead and is not ocean certified. The hydraulic pipeline dredge will pump dredged material to a beach placement area
located at the western end of Emerald Isle (Figure 1). The placement area begins 1,500 feet east of the Bogue Inlet shoreline and e#ends appro>amately one mile east. The distance
from the inlet was established, among other reasons, to prevent dredged material from rapidly returning to the inlet's navigation channel.
If a hydraulic pipeline dredge was to be used, beach quality dredged material would be transported by pipeline to the selected portion of the beach placement area, where it would be
released as slurry. Placement of the dredged material on the beach would be conducted using heavy equipment to construct temporary longitudinal sand berms along the beach to
minimize loss of material into the surf zone, tying into appropriate elevations and creating transition zones from beginning points to full berm width. Beach surfaces would be smoothed
and approved by agencies for material compatibility and compaction.
Consultation with the Town of Emerald Isle and the Carteret County Shore Protection Office would be required prior to any placement of dredge material within the beach placement
area. A beach placement window of November 16 — March 31 will be observed if nesting shorebirds are present, otherwise the typical window of November 16 — April 30 for the
protection of nesting sea turtles will apply.
Special Purpose Hopper Dredging and Nearshore Placement
Off the western end of Emerald Isle in approArnately 6-10 feet of water, there is a nearshore area approved for the placement of beach quality sand (Figures 1 & 3). This placement
option could be used by government-owned special-purpose dredges, the "Currituck" and "Murden", which are seagoing, split -hull, shallow -draft dredges. These dredges lower their
drag heads to the channel bottom and hydraulically suction, like a vacuum cleaner, the dredged material into the vessel's' hoppers while in motion. When full, the hopper dredge transits
to an open water placement site where the load is dumped through the bottom dump hoppers. The "Currituck" is capable of dredging a ma>amum capacity of 300 cubic yards of material
per load and requires a minimum unloaded depth of 5.5 feet to maneuver. The "Murden" is capable of dredging a mapmum capacity of 500 cubic yards of material per load and
requires a minimum unloaded depth of 6 feet. The larger the load of material in the hopper, the more depth required to operate effectively. Fully loaded, the "Currituck" drafts
approArnately 8.5 feet, while the "Murden" has a loaded draft of 9.5 feet.
Side -Cast Dredge Material Placement
If necessary, side -cast dredging would be conducted by the Corps' dredge Merritt. The Merritt is capable of dredging at a minimum depth of 6 feet of water, having two adjustable drag
heads with a 12 -inch discharge pipe that is 80 feet long with a 10 -foot extension available. The Merritt side -casts material appro>amately 100 feet from the centerline of the vessel. Side -
casting would be used only when dredged shoals are composed of beach quality sand, to minimize duration of suspended sediments and other environmental impacts resulting from
fine-grained sediments discharged into estuarine waters. Additionally, a side -cast dredge would only be used to remove shoals in the access channel; in locations where no submerged
aquatic vegetation (SAV) is present within the placement area, and where material would not be discharged into vegetated marsh.

Project History
On behalf of the USCG, the Corps completed an EA/FONSI titled, “Maintenance Dredging
for US Coast Guard Station at Emerald Isle” in September 2007. The EA assessed impacts
to environmental resources related to dredging by contract pipeline, special purpose hopper
and side-cast dredge, with placement of material onto the west end beach of Emerald Isle, in
the nearshore (6-10 feet of water) of Emerald Isle, or in adjacent waters by side-cast dredge.
In 2007, the USCG applied for an Individual Permit to dredge the basin and access channel
to a depth of 6' + 2' overdepth. The Corps Regulatory Office issued Individual Permit 2007-
03344-016 on August 8, 2008 to dredge on an as-needed basis for a period of ten years.
This permit expired on December 31, 2018.
In the winter and spring of 2017, upper portions of the channel were dredged using the side-
caster, Merritt. Dredged material was side-cast approximately 100 feet off of the centerline
of the dredge out of the channel. The before dredge survey dated February 6 and the after
dredge survey dated April 20 and 25, 2017 show the removal of 5,855 cubic yards of
material. In September of 2018, the special purpose hopper dredge Murden dredged a small
shoal at the north end of the channel and placed the material in nearshore waters 6-10 feet
deep off of Emerald Isle beach.

Dear Mr. Govoni:
Please accept this consistency determination for the U.S. Coast Guard Station
Emerald Isle Maintenance Dredging project, for as -needed maintenance dredging of the
facility's basin and channel for a ten-year period. This request is to renew the
Consistency Concurrence dated November 2, 2007 (DCM#20070093) that expired on
November 2, 2017.
In 2007, the U.S. Army Corps of Engineers (Corps), on behalf of the U.S. Coast
Guard, prepared an Environmental Assessment/ Finding of No Significant Impact
(EA/FONSI) titled "Maintenance Dredging for US Coast Guard Station at Emerald Isle"
addressing the proposed project, methods of dredging, and dredged material
placement alternatives.
In accordance with Section 307 (c)(1) of the Federal Coastal Zone Management
Act of 1972, as amended, the USCG has determined that maintenance dredging of the
access channel and basin is consistent, to the maximum extent practicable, with North
Carolina's coastal management program. The proposed activity complies with the
enforceable policies of North Carolina's approved coastal management program and
will be conducted to the maximum extent practicable in a manner consistent with the
program and any received authorizations.
This determination is based on the review of the proposed project against the
enforceable policies of the State's coastal management program, which are principally
found in Chapter 7 of Title 15A of North Carolina's Administrative Code. Enclosed are
the details of the Consistency Determination, which contains project plans and a
supportive narrative. USCG requests that the North Carolina Division of Coastal
Management concur with this Consistency Determination.
