[D EHNR Upon review of your request for 401 Water Quality Certification to place fill material in 0.48 acres of wetlands or waters which are tributary to Prince George Creek for road construction for Castle Hayne Park construction located at Castle Hayne Park in New Hanover County, as described in your submittal dated 11 March 1993, we have determined that the proposed fill can be covered by General Water Quality Certification No. 2671 issued January 21, 1992. A Copy of the General Certification is attached. This Certification may be used in qualifying for coverage under Corps of Engineers' Nationwide Permit No. 26. DATE: June 8, 1993 SUBJECT: 401 Water Quality Certifications for New Hanover County Parks and Recreation Departments development of: 1) Ogden Park (i.d.#93404), northwest of US 17 and Military Cut-off Rd. Jct. and 2) Castle Hayne Park (i.d.#93405), south of Parmele Rd. between railroad R/W and Peter Spring Branch. Biologists on the Wildlife Resources Commission staff have reviewed the subject permit applications. A site visit was made by a staff biologist on May 26, 1993. Our comments for both projects are herein provided in accordance with provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et. seq.). Ogden Park The Ogden Park property consists of two relatively small upland areas bisected by one of the largest 404 wetlands remaining in the area. Plans call for construction of recreational playing fields on the two upland areas, a fill road/jogging trail connecting the two uplands, a fill walking trail in the wetland and excavation of a lake. The wetland provides important habitat for raccoon, oppossum, whitetail deer and a number of bird species in an area where such habitat has become increasingly fragmented. Signs of deer and bobwhite quail were observed during the site visit. The wetland also appears to be an important buffer to storm runoff from the dense development along US 17. Road and trail construction associated with the Ogden project would fill 5.72 acres of wetlands providing important wildlife habitat in an urban area. Remaining habitat would be further fragmented. Stormwater runoff absorption capacity would be reduced for the area and fill for the road/walkway could alter area hydrology, promoting flooding. While it is evident that public benefits from the project are substantial, we do not consider the degree of habitat degradation proposed to be justified. We therefore recommend the following modifications: 1. Replace the fill proposed for the walking trail with an elevated boardwalk. This would reduce the amount of wetland fill by 1.21 acres. 2. Maintain a hydrologic connection between the bisected sections of wetland by installing culverts or tiles every 100 feet in the road connector/jogging trail. Castle Hayne Park The Castle Hayne Park property is densely vegetated and interspersed with 404 wetlands capable of supporting raccoon, oppossum, fox, rabbit, and a variety of songbirds. While parking and road construction have been planned in such a way as to minimize impacts to a large wetland at the center of the tract, smaller wetland pockets near the property's perimeter (totalling 0.48 acres) are proposed to receive fill. Fill of a section of wetlands (8800 sq. ft.) connected to the large central wetland could also hydrologically isolate the central wetland. We recommend that these impacts be minimized by: 1. Relocating the entrance road either to the east or west to avoid the wetland along the northern park boundary. 2. Moving the road accessing the tennis courts to the west to avoid the wetland nearest to the eastern park boundary (adjacent to the railroad right-of-way). 3. We at coastal Pop Warner are delighted that the county is giving us consideration in its plans for future parks. We also pledge to do all that we can to make sure that the resources allotted to our program will be used for the enjoyment of our community. In response to your request for information: 1- Number of participants; approximately 600, 1993 2- Number of volunteer hours; 4,500 - 5,000 per year 3- Percentage of growth; 10 - 15% last 2 years 4- Manpower, etc; we would be willing to handle overall upkeep and maintenance of the facilities, much like the arrangement that exists with the area baseball leagues. 5- Benefits; it is the only program in the community for football at this age level (only high school students have access to organized teams), it is the only program to offer two activities for both girls (cheer leading) and boys, this allows the program to become more of a family affair than other programs, we not only adhere to strict 'good sportmanship' practices, but we also require good scholastic achievement as well, we do not have individual honors but rather concentrate on team building and cooperation. Anna Martin, our president spoke with you in early March concerning the need for additional tennis courts in the county and this letter Is just a follow-up to let you know about our organization and its activities. The Wilmington Tennis League is part of the United States Tennis Association's League Tennis Program. Locally we have over 650 players on 66 teams covering 5 skill levels for women and 4 leve!s for men, including the only beginner's league for women in the state. Champions at the local level advance to the state championships and can further advance to play in the Southern Section. Players are professionally evaluated prior to the playing season to determine their appropriate skill level, Matches between teams consist of five matches, three doubles and two singles. This makes it difficult to find suitable courts, since many areas only have two or four courts, Since many players work, the availability of lighted courts is also important to the league. We are trying to put together a proposal to hold the 1994 State Championships in Wilmington, an event that would bring 1,200 tennis players to the area for four days. Our only problem is finding enough suitable tennis areas. If one more court was added to Hugh McRae, for example, those courts could be used for league play. If you are looking at building new facilities, please consider building five or ten courts instead of four or eight. The league also tries to be a good neighbor in the community. Last year, the league donated a one thousand dollar scholarship to UNCW with excess funds and also donated hundreds of dollars to the three area high schools in the form of court equipment. l1tiT- "1-d') WCL' ! I did there things last, year and it takes about 3 bourn a day. As I look at the achedule from last year, during the regutar season not including tournament, Cameo it Look about. 405 hours for dally maintenance for the regular season, We have a Sunday work party that fills in holes, vleans up the area, cleans press boxes. This takes 10 people arnurid 3 hoar4 per week which adds pp to 210 hours per season. There is always someone on duty for every game if not 2 or 3 to make surer everything runs smoothly. This is a total of 903 hours during the regular season. Pop the regular voason .just for the three things I just talkHd abuut it takes 1,518 houre for us to }seep our program running smoothly. If I were U) add up the total number of volunteer hours to run the whole program 1 am sure it would be more than 5,000 hours.
