Reference your application for a Department of the Army (DA) permit to
extend ,a pier on the Atlantic Intracoastal Waterway (AIWW), Surf City, "low
County, North Carolina.
Your proposal has been reviewed and found to be consistent with the
provisions and objectives of general permit No. CESAW-CO80-N-000-0291.
Therefore, you may commence construction activity in strict accordance with
applicable State authorization and the enclosed plan. Failure to comply with
the State authorization or conditions of the general permit could result in
civil and/or administrative penalties.
If any change in your work is required because of unforeseen or altered
conditions or for any other reason, plans revised to show the change must be
sent promptly to this office and the North Carolina Division of Coastal
Management prior to performing any such change or alteration. Such action is
necessary as revised plans must be reviewed and the authorization modified.

Dear Mr. Parker:
Reference the application of Mr. Anthony Jay Mouser for a Department of
the Army permit to extend a pier on the Atlantic Intracoastal Waterway (AIWW),
Surf City, Onslow County, North Carolina.
The Federal agencies have completed review of the proposal as presented by
the application and your field investigation report.
We recommend that the following conditions be included in the State
authorization:
a. All work authorized by this permit must be performed in strict
compliance with the permit plans.
b. This permit does not authorize the interference with any existing or
proposed Federal project, and the permittee will not be entitled to
compensation for damage or injury to the authorized structure or work which
may be caused from existing or future operations undertaken by the United
States in the public interest.
C. No attempt will be made by the permittee to prevent the full and free
use by the public of all navigable waters at or adjacent to the authorized
work. Use of the permitted activity must not interfere with the public's
right to free navigation on all navigable waters of the United States.
d. The permittee must install and maintain, at his expense, any signal
lights and signals prescribed by the U.S. Coast Guard, through regulations or
otherwise, on authorized facilities.
e. It is possible that the authorized structure may be damaged by
wavewash from passing vessels. The issuance of this permit does not relieve
the permittee from taking all proper steps to ensure the integrity of the
permitted structure and the safety of moored boats. The permittee will not
hold the United States liable for any such damage.

f. The permittee will maintain the authorized work in good condition and
in conformance with the terms and conditions of this permit. The permittee is
not relieved of this requirement if he abandons the permitted activity without
having it transferred to a third party.

PROJECT SUNEVIARY: The applicant proposes to add additional square footage to
his existing dock. This will exceed the 500 sf allowance for docks.

9. PROTECT DESCRIPTION
The applicant owns a single family lot on a man-made canal in the Old Settlers Beach
Subdivision in Surf City. There is no vegetation within the project area. The applicant
wishes to expand the size of his existing 10'x 45' dock in order to accommodate his
boat and allow for other recreational activities. He proposes to add a new section
approximately 8' x 45' on the outer edge of the existing structure. No other work is
proposed.
10. ANTICIPATED IMPACTS
The proposed extension will result in a platform approximately 810 s.f. in size. This
exceeds the usual 500 s. f. allowance for such structures. The additional dock will be
less than the 1/3 width allowed and will not result in a hindrance to navigation in any
way.

RECOMMENDED CONDITIONS OR PERMIT RESTRICTIONS:

from the north to the south side of the Thorofare Bay Channel in conjunction with the construction of
a new bridge over the Thorofare Channel.

9. NARRATIVE DESCRIPTION: The North Carolina Department of Transportation
(DOT) is requesting a modification of CAMA Permit #21-92 which authorizes the
construction of a bridge over the Thorofare Bay Channel, located between the
communities of Atlantic and Cedar Island, in Carteret County. One of the components
of the permit was for the relocation of the U.S. Navy/Marine Disembarkment Facility
from the north to the south side of the Thorofare Bay Channel. This relocation was
needed so that the existing highground on the north side of the channel could be used
for mitigation purposes. At the time the original permit was applied for, the specific
construction details for the relocated facility were not known, and therefore, DOT is
now requesting a modification to this permit. The proposed site on the south side of
the channel is currently being occupied by the bridge tenders building and associated
parking area.
Plans included with the application show that an approximately 100' long section of the
shoreline of the western canal would be bulkheaded approximately at the MHW line.
This bulkhead would adjoin with an existing bulkhead on the north. A portion of the
shoreline to be bulkheaded has previously been stabilized with rock riprap. Along the
unstabilized shoreline, there exist scattered patches of Spartin cynosuroides. It is
estimated that this bulkhead would fill approximately 10 sq. ft. of coastal wetlands.
Seaward of the bulkhead, an approximately 100' long x 4' wide dock is proposed to be
constructed in the canal.
Along the shoreline of the Thorofare Bay Channel, the applicant is requesting
permission to construct approximately 20 In. ft. of bulkhead which would be located
approximately 8' waterward of the MHW line and a riprap shoreline. At the eastern
end of this proposed bulkhead, a 100' long x 20' wide x 6" thick concrete boat ramp
would be constructed. The location of the boat ramp would be basically in the
footprint of the existing earthen causeway and bridge. Because of the height of the
causeway, the land underneath would be lowered and sloped. Concrete retaining walls
would be constructed on either side of the ramp, and, it is estimated that approximately
20 In. ft. of the ramp area would extend beyond the MHW line. Offshore of the ramp,
4 cluster dolphins are proposed. The maximum distance the dolphins will extend into
the channel is 60' while the total channel width is approximate 200'.
10. ANTICIPATED IMPACTS: The project as proposed will result in the bulkheading of
approximately 120 In. ft. of shoreline property. A portion of this shoreline is already
stabilized. Approximately 10 sq. ft. of wetlands and 160 sq. ft. of shallow water areas
would be impacted by the bulkhead. Along the western canal, an approximately 100' x
4' wide dock is proposed, however, because of the limited width of the existing canal
(±30'), only small beamed vessels should be allowed to dock at this facility. The
proposed boat ramp will result in approximately 400 sq. ft. of area below the MHW

line being filled with approximately 2 cu. yds. of concrete material. The proposed
mooring dolphins will be located in the Thorofare Bay Channel, but outside of the
established navigation channel. The perimeter of this property will also be fenced off,
but no fencing is proposed in either wetlands or water areas.

8. PROJECT SUMMARY: The applicant is proposing to relocate the U.S. Navy/Marine Corps facility
from the north to the south side of the Thorofare Bay Channel in conjunction with the construction of
a new bridge over the Thorofare Channel.

9. NARRATIVE DESCRIPTION: The North Carolina Department of Transportation
(DOT) is requesting a modification of CAMA Permit x/21-92 which authorizes the
construction of a bridge over the Thorofare Bay Channel, located between the
communities of Atlantic and Cedar Island, in Carteret County. One of the components
of the permit was for the relocation of the U.S. Navy/Marine Disembarkment Facility
from the north to the south side of the Thorofare Bay Channel. This relocation was
needed so that the existing highground on the north side of the channel could be used
for mitigation purposes. At the time the original permit was applied for, the specific
construction details for the relocated facility were not known, and therefore, DOT is
now requesting a modification to this permit. The proposed site on the south side of
the channel is currently being occupied by the bridge tenders building and associated
parking area.
Plans included with the application show that an approximately 100' long section of the
shoreline of the western canal would be bulkheaded approximately at the MHW line.
This bulkhead would adjoin with an existing bulkhead on the north. A portion of the
shoreline to be bulkheaded has previously been stabilized with rock riprap. Along the
unstabilized shoreline, there exist scattered patches of Sparlin cynosuroides. It is
estimated that this bulkhead would fill approximately 10 sq. ft. of coastal wetlands.
Seaward of the bulkhead, an approximately 100' long x 4' wide dock is proposed to be
constructed in the canal.
Along the shoreline of the Thorofare Bay Channel, the applicant is requesting
permission to construct approximately 20 In. ft. of bulkhead which would be located
approximately 8' waterward of the MHW line and a riprap shoreline. At the eastern
end of this proposed bulkhead, a 100' long x 20' wide x 6" thick concrete boat ramp
would be constructed. The location of the boat ramp would be basically in the
footprint of the existing earthen causeway and bridge. Because of the height. of the
causeway, the land underneath would be lowered and sloped. Concrete retaining walls
would be constructed on either side of the ramp, and, it is estimated that approximately
201n. ft. of the ramp area would extend beyond the MHW line. Offshore of the ramp,
4 cluster dolphins are proposed. The maximum distance the dolphins will extend into
the channel is 60' while the total channel width is approximate 200'.
10. ANTICIPATED IMPACTS: The project as proposed will result in the bulkheading of
approximately 120 In. ft. of shoreline property. A portion of this shoreline is already
stabilized. Approximately 10 sq. ft of wetlands and 160 sq. ft. of shallow water areas
would be impacted by the bulkhead. Along the western canal, an approximately 100' x
4' wide dock is proposed, however, because of the limited width of the existing canal
(±30'), only small beamed vessels should be allowed to dock at this facility. The
proposed boat ramp will result in approximately 400 sq. ft. of area below the MHW

line being filled with approximately 2 cu. yds. of concrete material. The proposed
mooring dolphins will be located in the Thorofare Bay Channel, but outside of the
established navigation channel. The perimeter of this property will also be fenced off,
but no fencing is proposed in either wetlands or water areas.

9. PROTECT DESCRIPTION
The applicant owns a single family lot on a man-made canal in the Old Settlers Beach
Subdivision in Surf City. There is no vegetation within the project area. The applicant
wishes to expand the size of his existing 10'x 45' dock in order to accommodate his
boat and allow for other recreational activities. He proposes to add a new section
approximately 8' x 45' on the outer edge of the existing structure. No other work is
proposed.
10. ANTICIPATED IMPACTS
The proposed extension will result in a platform approximately 810 s. f. in size. This
exceeds the usual 500 s. f. allowance for such structures. The additional dock will be
less than the 1/3 width allowed and will not result in a hindrance to navigation in any
way.
