Cause or Reason for the Upset/Spill/Bypass: At 1 : 12 pm on July 20th we had a drop in voltage coming into the City of High Point' s Eastside WWTP. This caused the main breaker for the ultraviolet disinfection system to trip causing the UV system and effluent flow meters to shut down. We reset the main breaker and restarted the UV system at 1 : 24 pm. Once the UV system restarts, it takes seven minutes for it to be fully operational . As a result, we had nineteen minutes without disinfection . Assuming a 17 . 4 mgd flow for the entire nineteen minutes we had a maximum of 229, 000 gallons bypass the UV system.
