Thank you for speaking with me today. Please provide a description of how you plan to divert the base flow away from
the work area and how you plan to access the other side of the creek to reslope the gravel bar. Also include how the
site will be stabilized at the end of each work day to prevent sedimentation to the Swannanoa River. We recommend
the planting of native woody vegetation (trees) to reinforce the rock wall. I have included a document that will help
with the planting selection. Please let me know if you have any additional questions.

The Division of Water Resources (DWR) Central Office still has not received the official permit application and
fee. Please submit ASAP to avoid further delays.
I have reviewed the un -official application hand delivered to the Asheville office in an effort to expedite the review
process. Please submit the following so we can complete our review of the project.
1. Section D.1 (Impact Justification and Mitigation —Avoidance and Minimization) was left blank. DWR needs a
narrative description of how the contractor plans to minimize sedimentation impacts to the Swannanoa. For
example, base flow will be diverted around the work area using jersey barriers and the streambanks will be
stabilized with matting at the end of each work day, etc. How will equipment access the work area?
2. Please provide a proposed typical cross-section of the repair area including, but not limited to, proposed
streambank slopes, rock sizes, depth of rock, and vegetated areas. The rock size shall be large enough to
withstand the shear stress of the Swannanoa River at flood stage.
3. Provide the specifications of any erosion control fabrics (e.g. coir matting) to be used on the streambanks.
4. Provide the proposed seed specifications and riparian plant list.

Have you submitted the permit application and appropriate fee to the NC DEQ system yet? I have not seen anything on
my end yet.
Please be aware that you have no authorization under Section 401 of the Clean Water Act for this activity and any work
done within waters of the state may be a violation of North Carolina General Statutes and Administrative Code.
