Masonboro Homeowners Association Page 2 9. PROJECT DESCRIPTION 1/25/93 The project is located at the end of the dirt road extension of Captain's Lane, off of S.R. 1492 in New Hanover County. There is an existing boat basin and access channel that were permitted in 1985. These facilities serve the residents of Masonboro Landing Subdivision. The boat basin is adjacent to Masonboro Sound. The waters of the sound are classified as SA-ORW. The Division of Marine Fisheries has designated the area as Primary Nursery, and has closed the waters to the taking of shellfish. New Hanover County has classified the area as Conservation. The dirt road to the boat basin stretches through the coastal marsh. There is one residential structure at the end of this road which is not in the Masonboro Landing Subdivision. The basin is stabilized by bulkhead on the south and west sides. The bulkhead continues for 32' in a northerly direction at the mouth of the basin acting as a breakwater. The last 25' extension of this structure shown running east on the plats no longer exists. The north side of the basin was originally a mitigation area. There is a fringe of Spartina alterniflora surrounding mixed coastal marsh, becoming homogenous Spartina alterniflora on the north side of the berm. There are currently 12 slips in this basin, which is not proposed to change. The basin was originally permitted for a 5' dredge depth. The current depth in the basin ranges from -1' mlw to -2' mlw. Current soundings in the access channel show depths ranging from -2' mlw to -6' mlw. The applicant is proposing to dredge the basin, 217' x 62', to a depth of -6'mlw. The access channel, 103' x 30', is proposed for this same depth. The adjacent waters are -6'mlw. There are no wetlands within the dredge area. The project is intended to be accomplished hydraulically, and the spoil pumped approximately 1000' across the AIWW to a U. S. Army Corps of Engineer's spoil site. There is a letter on file from the Corps giving permission for use of their spoil area. Verbal approval has been obtained from the owner of the island for its use; however, written permission is pending. The spoil disposal area is 450' x 300' with an. 8' dike wall. There will be a settling basin installed, with an effluent pipe extending to mean low water. This spoil area will accommodate 40,000 cubic yards of material. At the proposed dimensions, the project will produce approximately 2528 cubic yards of material. According to the applicant, the spoil material should be composed of 30% sand, and 70% silt. Masonboro Homeowners Association Page 3 10. ANTICIPATED IMPACTS The proposal for maintenance dredging would disturb approximately 16,544 square feet of previously disturbed bottom. This would remove approximately 2528 cubic yards of sand and silt. It is to be expected that this activity would cause temporary increases in turbidity. The spoil material will be placed on approximately 3.1 acres of high ground, and contained behind dike walls. The settling basin will prevent the flow of solids into adjacent waters. Submitted by: T. There is an existing boat basin and access channel that were permitted in 1985. These facilities serve the residents of Masonboro Landing Subdivision. The boat basin is adjacent to Masonboro Sound. The waters of the sound are classified as SA-ORW. The Division of Marine Fisheries has designated the area as Primary Nursery, and has closed the waters to the taking of shellfish. New Hanover County has classified the area as Conservation. The dirt road to the boat basin stretches through the coastal marsh. There is one residential structure at the end of this road which is not in the Masonboro Landing Subdivision. The basin is stabilized by bulkhead on the south and west sides. The bulkhead continues for 32' in a northerly direction at the mouth of the basin acting as a breakwater. The last 25' extension of this structure shown running east on the plats no longer exists. The north side of the basin was originally a mitigation area. There is a fringe of Spartina alterniflora surrounding mixed coastal marsh, becoming homogenous Spartina alterniflora on the north side of the berm. Thor- . 'e -urrerttly 12 .?, ips r, this basin, which is not proposed it;, -,hinge. TI-10 basin was originally permitted for a 5' dredge depth. The current depth in the basin ranges from -1' mlw to -2' mlw. Current soundings in the access channel show depths ranging from -2' mlw to -6' mlw. The applicant is proposing to dredge the basin, 217' x 62, to a depth of -6'mlw. The access channel, 103' x 30', is proposed for this same depth. The adjacent waters are -6'mlw. There are no wetlands within the dredge area. The project is intended to be accomplished hydraulically, and the spoil pumped approximately 1000' across the A1WW to all. S. Army Corps of Engineer's spoil site. There is a letter on file from the Corps giving permission for use of their spoil area. Verbal approval has been obtained from the owner of the island for its use; however, written permission is pending. The spoil disposal area is 450' x 300° with an 8' dike wall., There will be a settling basin installed, with an effluent pipe extending to mean low water. This spoil area will accommodate 40,000 cubic yards of material. At the proposed dimensions, the project will produce approximately 2528 cubic yards of material. ANTICIPATED IMPACTS The proposal for maintenance dredging would disturb approximately 16,544 square feet of previously disturbed bottom. This would remove approximately 2528 cubic yards of sand and silt. It is to be expected that this activity would cause temporary increases in turbidity. All excavated materials will be confined landward of the mean high water (MHW) elevation contour within adequate dikes or other retaining structures to prevent spillover of solids into any vegetated wetlands or surrounding waters. C. The terminal end of the pipeline from the dredge into the diked retention area will be positioned at or greater than 50 feet from any part of the dike and a maximum distance from spillways to prevent dike erosion and to allow adequate settlement of suspended solids. d. A water control structure will be installed at the intake end of the effluent pipe leading from the retention area in order to ensure maximum settlement of suspended solids. -2- e. Flow from the diked retention area will be confined by pipe, trough, or similar device to a point at or below the mean low water (MLW) elevation contour to prevent gully erosion and siltation. f. No vegetated wetlands will be excavated or filled. g. Excavation will not exceed six (6) feet below the elevation of mean low water (MLW). h. The activity will be conducted in such a manner as to prevent a significant increase in turbidity outside the area of construction or construction-related discharge. Increases such that the turbidity in the waterbody is 25 NTU's or less are not considered significant.
