Enclosed are five copies of a Pre-Construction Notification (PCN) Application Form, site location
map, plan sets, and a permit processing fee of $475, for the project: Orleans Place Sanitary Sewer
Improvements.
The Orleans Place Sanitary Sewer Improvements project abandons approximately 380 feet of sanitary
sewer in Zone 1 and relocates the sanitary sewer into a new easement outside the Neuse River Buffer.
The project also replaces approximately 450 feet of clay sanitary sewer in Zone 1 with ductile iron
using the existing easement, alignment, and general depth. A sanitary sewer bypass ("pump-around")
will be installed using pumps, flexible hose, and generators. Conventional construction equipment
(trackhoes, dump trucks, trench box) will be used for the installation. Sediment control devices will
be installed.

An investigation behind the Quail Hollow Swim Club revealed that a portion of the existing clay sanitary sewer (installed
prior to 1972 and largely located within Zone 1) is in poor condition and much of it is inaccessible for repair. The
proposed project abandons approximately 380 feet of sanitary sewer in Zone 1 and relocates the sanitary sewer into a
new easement outside the Neuse River Buffer. The project also replaces approximately 450 feet of clay sanitary sewer in
Zone 1 with ductile iron using the existing easement, alignment, and general depth. A sanitary sewer bypass ("pump-

disturbed area will be stabilized by seeding and mulching immediately after completion.
