Marine Corps Air Station (MCAS) Cherry Point (Permit NC0003816) submits
the following in response to your NOTICE OF DEFICIENCY (NOD) letter with
tracking number NOD-2019-LV-0082 dated July 2, 2019.
The NOD was issued for exceeding daily maximum limits established in the
permit for various parameters over multiple days throughout the month of
January 2019.
The first was for the daily maximum exceedances of enterococci on January
24, 2019. The reported limit for this day was.416 lbs/100mL. The permitted
daily limit is .276 lbs/100mL. The daily flow for that day was above average due
to a heavy rain event. This contributed to flow rates that exceeded the UV
disinfectant capability. The enterococci was below the daily limit the next day
as flow returned to normal.
The other three limit exceedances were all for Total Residual Chlorine
(TRC) and were caused by a single incident. The daily limit of 28 ug/L was
exceeded over the time period from January 29, 2019 through February 1, 2019.
The reported TRC values over this four day period were 640 ug/L, 300 ug/L, 400
ug/L, and 30 ug/L respectively. The incident that caused this multi -day .
exceedance was human error. An operator at the water treatment plant left his
position while a product transfer was occurring which resulted in the overflow
of a tank. The overflowed chlorine then ran through a floor drain to the
sanitary sewer and impacted operations at the wastewater treatment plant. After
a review, new procedures were implemented to ensure that visual observation is
present throughout the entirety of all product transfers.
