PROJECT DESCRIPTION 1/25/93 The project site is located at 311 Bradley Creek Point Circle in New Hanover County. This is adjacent to the AIWW at the mouth of Bradley Creek on the northwest side. The community is residential. The residents on the Bradley Creek side have piers for water access. On the waterway side this has been somewhat less practical because of the expanse of marsh. The property two lots to the north has a dredged basin and channel through the marsh. The project site is a .75 acre lot, with 162' of water frontage. This lot is high ground, averaging 8' above mean sea level, with a residence existing. The waters of Bradley Creek and the AIWW at this point are classified SB by the Division of Environmental Management. The area is not designated as a Primary Nursery Area, and is closed to the taking of shellfish. The New Hanover County Land Use Plan classifies the project area as Conservation. The applicant has proposed to construct a pier with gazebo, a boat lift with floating docks, and a boat basin with access channel to the AIWW. To put into place the legal riparian corridors on this site forces the adjacent corridor directly across the grandfathered basin to the north. Therefore, it was determined that the corridors would be positioned perpendicular to the shoreline until the marsh gives way to open water. At this point, the corridor will turn to be aligned perpendicular to the channel. The applicant begins his pier approximately 35' south of his northern property line. The pier will cross approximately 54' of mixed marsh (Spartin alterniflora, 7uncus roemerianus, Spartin patens, and i i hli spicatal. It will cross Spartin alterniflora marsh for approximately another 294' before encountering an unvegetated tidal pool. The pier continues across this pool for approximately 80', with an elevated span across the most navigable area. The most navigable portion of this pool in + 1' mean low water. The pier will be elevated to +6' mean high water for a span of 12' at this point. The pier continues for another 174' across artin alterniflora before changing directions. Now perpendicular to the channel, the pier crosses approximately 74' of Spgnin alterniflora, and continues for approximately 102' into open water, or to mean low water. There is a 16' x 16' gazebo proposed at the waterward end of the pier. A ramp will extend for 10' to a floating dock system. This system will consist of an 8' x 14' float attached to a 6' x 40' float in a backwards "L" configuration. There are two mooring pilings associated with this structure 12' to the north of the float. Nestled in between the 8' x 14' float and the gazebo is a 10' x 10' boatlift. Charles Hunter Page 3 9. PROJECT DESCRIPTION - Continued The total length of the structure will extend approximately 170' into a body of water approximately 600' across. It terminates greater than 85' from the near edge of the federally maintained channel, as the basin itself terminates 85' from the channel. The project should come no closer than 20' to the adjacent riparian corridors. Because the water depth at this point varies from 0' mean low water to -3' mean low water, the applicant also requests the excavation of a basin and channel. This area is comprised of a sandy bottom, and is in close proximity to the AIWW; however, it has never been dredged. The area is not Primary Nursery. The basin is proposed to the dimensions of 60' x 60', and to a depth of -6' mean low water. From the basin a channel continues to the -6' mlw contour. This access channel is approximately 30' in width and 35' in length. The adjoining waters grade from -6' mlw to -12' mlw. Approximately 700 - 750 cubic yards of material will be excavated to reach the desired depth of -6' mean low water. This dredging will be executed by dragline to barge. The spoil will be carried to an inland high ground site identified by the applicant. This is an existing spoil site, and there is permission on file from the landowner for spoil placement. The spoil site is approximately 150' x 700'. The applicant proposes constructing a dike wall, 4' x 4' to contain the spoil on site. 10. ANTICIPATED IMPACTS The proposed pier will shade approximately 300 square feet of mixed marsh, and approximately 3228 square feet of Spartin alterniflora. The structure will incorporate approximately 1840 square feet of open water. The dredging aspect of the project will require the disturbance of approximately 4650 square feet of sandy, shallow bottom (700 - 750 cu. yd.). This has not been previously dredged, but is not designated as Primary Nursery Area, and is adjacent to the regularly dredged federal channel. The fill will be placed on a 2.4 acre high ground site. The project should pose no threat to navigation as it meets the 1/3 rule, and is greater than 85' from the AIWW. The applicant has allowed for access through the ponded area by a 12' elevated span in the pier. The project will not come within 15' of the adjacent riparian corridors. Submitted by: T. The area is not designated as a Primary Nursery Area, and is closed to the taking of shellfish. The New Hanover County Land Use Plan classifies the project area as Conservation. The applicant has proposed to construct a pier with gazebo, a boat lift with floating docks, and a boat basin with access channel to the AIWW. To put into place the legal riparian corridors on this site forces the adjacent corridor directly across the grandfathered basin to the north. Therefore, it was determined that the corridors would be position-1 perpendicular to 'he shoreline until the marsh gives way to opPr water. At this pohit, the corridor will cure to be aligned perpendicular to the channel. The applicant begins his pier approximately 35' south of his northern property line. The pier will cross approximately 54' of mixed marsh S artina alterniflora, uncus roemerianus, SSpartina patens, and Distichlis s_l2icata). It will cross SSpartina alterniflora marsh for approximately another 294' before encountering an unvegetated tidal pool. The pier continues across this pool for approximately 80', with an elevated span across the most navigable area. The most navigable portion of this pool in + 1' mean low water. The pier will be elevated to +6' mean high water for a span of 12' at this point. The pier continues for another 174' across S artina alterniflora before changing directions. Now perpendicular to the channel, the pier crosses approximately 74' of Spartina alterniflora, and continues for approximately 102' into open water, or to mean low water. There is a 16' x 16' gazebo proposed at the waterward end of the pier. A ramp will extend for 10' to a floating dock system. This system will consist of an 8' x 14' float attached to a 6' x 40' float in a backwards "L" configuration. There are two mooring pilings associated with this structure 12' to the north of the float. Nestled in between the 8' x 14' float and the gazebo is a 10' x 10' boatlift. Charles Hunter Page 3 9. PROJECT DESCRIPTION - Continued The total length of the structure will extend approximately 170' into a body of water approximately 600' across. It terminates greater than 85' from the near edge of the federally maintained channel, as the basin itself terminates 85' from the channel. The project should come no closer than 20' to the adjacent riparian corridors. Because the water depth at this point varies from 0' mean low water to -3' mean low water, the applicant also requests the excavation of a basin and channel. This area is comprised of a sandy bottom, and is in close proximity to the AIWW; however, it has never been dredged. The area is not Primary Nursery. The basin is proposed to the dimensions of 60' x 60', and to a depth of -6' mean low water. From the basin a channel continues to the -6' mlw contour. This access channel is approximately 30' in width and 35' in length. The adjoining waters grade from -6' mlw to -12' mlw. Approximately 700 - 750 cubic yards of material will be excavated to reach the desired depth of -6' mean low water. This. dredging will be executed by dragline to barge. The spoil will be carried to an inland high ground site identified by the applicant. This is an existing spoil site, and there is permission on file from the landowner for spoil placement. The spoil site is approximately 150' x 700'. The applicant proposes constructing a dike wall, 4' x 4' to contain the spoil on site. 10. ANTICIPATED IMPACTS The proposed pier will shade approximately 300 square feet of mixed marsh, and approximately 3228 square feet of Spartina alterniflora. The structure will incorporate approximately 1840 square feet of open water. The dredging aspect of the project will require the disturbance of approximately 4650 square feet of sandy, shallow bottom (700 - 750 cu. yd.). This has not been previously dredged, but is not designated as Primary Nursery Area, and is adjacent to the regularly dredged federal channel. The fill will be placed on a 2.4 acre high ground site. The project should pose no threat to navigation as it meets the 1/3 rule, and is greater than 85' from the AIWW. The applicant has allowed for access through the ponded area by a 12' elevated span in the pier. The project will not come within 15' of the adjacent riparian corridors. Submitted by: T.
