Becker, President Aqua North Carolina, Inc. 202 MacKenan Court Cary, NC 27511 NORTH CAROLINA Environmental Quality /9 , JulyX,2019 Subject: Compliance Evaluation Inspection Barclay Downs Collection System T15A NCAC 02T .0403 — PERMITTING BY REGULATION Deemed Collection System Permit WQCSDO129 Wake County Dear Mr. Becker: On July 16, 2019, Vanessa Manuel from the Raleigh Regional Office conducted an inspection of Aqua's wastewater collection system to evaluate compliance with the operation and maintenance of the subject wastewater collection system permit. The cooperation and assistance of Peter Rhodes, Roy Lyons and Christopher McDonald during the inspection were greatly appreciated. The on -site representatives indicated the wastewater collection system consists of approximately 5,150 feet of gravity sewer, 2 duplex pump stations, and no high priority sewer lines. The operators were not sure about the approximate length of sewer line associated with the force main. Within 30-days of receiving this letter, please rtpdate this office with the approximate length of force main sewer line in the Barclay Downs Collection System. The subject permit is deemed permitted by regulation J15A NCAC 02T .0403) and is subject to specific criteria in this Rule. The items below show what conditions were noted during the inspection: I. Reported Sanitary Sewer Overflows. During the period May 1, 2017 through April 30.. 2019, there were no reported SSOs. The operators stated there have been no sewer spills from the collection system. 2. Fats, Oils and Grease Program. Aqua North Carolina Inc., hereinafter referred to as Aqua has developed and implements an educational fats, oils and grease program that includes monthly distribution of educational material targeted at residential users. Mr. Rhodes stated O&G educational information is distributed with the monthly utility bills to customers. Within 30-days of receiving this letter, please submit to this office a copy of the O&G educational material distributed to customers. 3. Pump Stations Inspected. The following duplex pump stations were inspected: Barclay Downs 41 and Barclay Downs #2. The inspector's observations noted in the next 5 items refer to the pump stations inspected. Overall, the pump stations were well maintained. The wet wells were free of excessive debris and grease, and the inspector did not observe any signs of recent overflow. The pump stations are not equipped with permanent generators but are equipped with quick hookups for portable generators. The collection system operators inspect the pump stations at least weekly. 4. Pump Station Signage. Each pump station has signage clearly and conspicuously posted that provides an emergency 24-hour contact telephone number(s) and provides instructions for notification if the visual alarm illuminates and/or the audible alarm sounds, or if an emergency is apparent. At the Barclay Downs #2 Lift Station the signage also included the name of the lift station. At the Barclay Downs # 1 Li ft Station, the signage did not include the name of the lift station. North Carolina Administrative Code Title 15A Subchapter 02T Section .0305(h)(2) requires pump station signs to include the pump station identifier. Within 30-days of receiving this letter, please submit a written response to this office indicating the actions Aqua will take to ensure compliance with TISA NCAC 02T . 0305. 5. Pump Station Restricted Access. The pump station equipment and components were observed to have restricted access using locks on the wet wells and control panels. 6. Pump Stations Automatic Polling Feature. The pump stations are equipped with simple one-way telemetry/communication systems that notifies Aqua in the event of power loss or if the high-water alarm is activated. During the inspection, the telemetry system at each lift station acknowledged the alarm when the high-water float was activated. 7. Pump Station High Water Alarms. The pump stations are equipped with audible and visual high-water alarms. During the inspection, these alarms functioned properly. 8. Pump Station Inspection Program. Aqua has developed and implements a routine inspection of each pump station that includes the following maintenance activities: cleaning and removing debris from the pump station area and wet well; inspecting all valves; inspecting pumps and other mechanical equipment; and verifying the proper operation of the alarms, telemetry system and auxiliary equipment. The inspector reviewed the inspection logs of the pump stations visited and observed adequate entries of the date and time of the operator's inspection, observations made, and any maintenance, repairs, or corrective actions taken. 9. Cleaning Sewer Lines and Manholes. Aqua has developed and implements a program for cleaning the sewer lines and manholes. The operators' logs indicated approximately 5,150 feet of sewer line was cleaned and 27 manholes were cleaned by the end of June 2019. 10. Spill Response Action Plan. The on -site representative, Peter Rhodes, stated Aqua has developed a Spill Response Action Plan. Within 30-days of receiving this letter, please submit a copy of the Spill Response Plan far the Barclay Downs Collection Systent to this office. 11. Collection System Map. Aqua has developed and maintains a map of the sewer collection system at Barclay Downs. The map includes pipe size, pipe material, pipe location, flow direction, active service taps, and each pump station identification and location. 12. Record Keeping. The collection system owner is required to maintain records documenting compliance with subparagraphs (a)(1) through (a)(9) of the subject Rule for three years, except for the collection system map, which shall be maintained for the life of the system. Please ensure all required actions and records are documented and maintained as required by T13A NCAC 02T .0403. Within 30-days of receiving this letter, please provide this office with a written response to items 2, 4 and 10 above. Also update this office with the appro cinfate length of force main line in the collection systent.
