Dear Mr. Knop,

Subject: Permit No.WQ0004502
Hillsborough United Church of Christ
Wastewater Irrigation System
Orange County
Staff of the NC Division of Water Resources (DWR), Water Quality Regional Operations
Section inspected the subject wastewater irrigation system on July 9, 2019. I wish to thank
Jimmy Gooch for his help during the inspection. The purpose of the visit was to conduct a
compliance inspection of the system.
Jimmy Gooch is the ORC and Brian Merritt is the backup. On the day of the inspection, the
three in -line septic tanks were inspected and found to be in good condition. Both the church
building and the preschool waste gravity flows into the septic tanks. All three tanks were
pumped out in March 2019.
The gravity fed sand filter is Iined with plastic and covered in gravel. No odors or wastewater
ponding was observed. The sand filter was repaired (root removal) in June 2019. There were
tablets in the chlorinator. The gravity fed plastic lined lagoon is surrounded by a locked gate.
The water level was at about 3 feet'. The staff plate is kept on the outside of the lagoon.
Freeboard rarely gets near 2 feet, as the church averages about 300 gallons per day (gpd) and
the system is permitted for 1560 gpd. The land around all the components of the facility was
well cared for.
There is a wet well next to the lagoon with an alarm, and a pump which pumps to the sprayfield.
Several sprayheads were clogged. The ORC reports that they clog frequently and he clears
them. The irrigation pump is run manually. The facility currently applies about 2" of the 9.4"
permitted per year.
Water entering the lagoon was tea colored and the sprayed effluent carried a strong odor. The
ORC reported that this is unusual and is most likely due to the repair work recently done to the
sand fi I ter.

Records -were reviewed and found to be in good order. The ORC said that NDMR's may be
late agthe-church is looking for a new administrative assistant.
Section IV 10 of the permit requires a yearly soil sample, which has not been collected. Please
have the soils analyzed annually, per the permit requirements.
The church and the ORC did not receive the permit issued in 2015. Attachment A requires
sampling for pH and chlorine at each irrigation event, but not more than weekly. The ORC
and the church are both receiving a copy of the permit and the ORC will begin submitting the
required data.
Other than the above mentioned deficiencies, the facility appears to be well maintained and in
good working order.
If you have any questions, please feel free to contact me via email at ray.milosh amcdenr.gov

Sincerely,
