REQUEST FOR MORE INFORMATION: STORMWATER MANAGEMENT PLAN
Dear Mr. Holman:
On April 29, 2009, the Division of Water Quality (DWQ) issued a 401 Water Quality Certification to
impact 0.231 acre of wetland and 386 linear feet of unnamed tributary to Stony Creek in order to
construct the subject development in Mecklenburg County. In order to meet Condition 8 of the 401
Certification for this project, a stormwater management plan (dated June 30, 2009) was received by
the DWQ on July 1, 2008. The DWQ has determined that the stormwater management plan was
incomplete as discussed below.
Additional Information Requested:
Per the requirements of GC 3705, this project must comply with Stormwater Management
Plan (SMP) Requirements for Applicants Other Than the North Carolina Department of
Transportation, available at:

CDOT.pdf. Please include an SMP for Phase One (the road) that removes a minimum of 85
percent TSS from the first inch of the stormwater runoff generated by this phase. For each
proposed BMP, please provide a completed BMP Supplement Form, with all the required
items. The BMP Supplement Forms are available at the following web site:
http:/.,h2o.enr.state.nc.us/su/bmp foims.htm. The dry detention pond that is currently
proposed to treat the runoff from Thomas Ridge Drive and a portion of Prosperity Ridge
Road will need to be replaced with a BMP that achieves 85% TSS removal.
2. For the remainder of the site, please provide a conceptual stormwater management plan for
the project that includes the following:
a. A depiction of the drainage areas on the site.
b. An estimation of the percentage imperviousness associated with each of the drainage
areas.
c. A calculation of the water quality volume associated with each drainage area.
d. A depiction of a proposed BMP (state the type of BMP you plan to use) on the site plan
that is correctly sized based on the water quality volume.
