The North Carolina Division of Water Resources conducted an inspection of the A Place at the Beach III
WWTF on 6/26/2019. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0004230. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the
inspection and therefore, a response to this inspection report is not required.

Inspection Summary:
A routine compliance inspection of A Place at the Beach WWTF was conducted on June 26, 2019. The purpose of the
evaluation was to verify that the facility is operating in compliance and limitations specified in Permit WQ0004230. Lee
Buck, ORC, Don O'Mara and Karrie O'Mara were present during the inspection.
The facility consists of a 55,000gpd dual train ReCip Biological Reactor system. This system acts like a trickling filter
through a rock media. Influent flows from a settling tank with effluent filters to the EQ. The volume in the EQ pushes the
wastewater through the Recip system and out to a dosing chamber. Solids are removed from the settling tank twice a year
by Craven Ag Services and the effluent filters are cleaned approximately once every two months in the summer season, less
in the winter. Removing solids from the ReCip system is limited. Staff indicated that replacing or cleaning the rocks may
prove to be difficult, which could be a concern for treatment in the future. All of the ReCip pumps are identical and a spare
pump is stored on site. Alarms are connected to telemetry and were operational. The fence around the site is currently being
repaired from damage from Hurricane Florence, but signs are posted to restrict access.
A file review of the monitoring reports was conducted since the last inspection. Two violations for Total Nitrogen were issued
in 2017 and one in 2019. MW-3 and MW-6 have shown high TDS but likely naturally occuring in a barrier island environment.
This permit expired on 10/31/2015. A renewal application was recieved in 2015, but additional information was requested and
not received. Walter Hancock, General Manager, was contacted prior to this inspection for an update on their renewal. He
stated that the requested information had been taken care of by the HOA, and he would be contacting WIRO as soon as he
had more information on the status of the renewal application.

maintains the fields routinely. Field #3 was in operation during the inspection. One field is dosed
