Kinston, NC 28504 Subject: Recommendation to Change Permit Type North Carolina Global TransPark Authority NPDES MS4 Permit No. NCS000516 Lenoir County Dear Mr. Rouse: The Department of Environmental Quality (DEQ) stormwater staff visited the subject facility on June 17, 2019 and subsequently requested documentation for a permit compliance audit to be performed in late July. Upon review of the current permit file, observations from the preliminary site visit, and a review of how relatively similar facilities have been permitted, it has been determined that the current National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit is not the best permitting approach for this facility. DEQ recommends obtaining an individual industrial stormwater permit for this facility. Please note that there are significant differences between an NPDES MS4 Permit and an NPDES Industrial Permit. An MS4 permit requires a comprehensive Stormwater Management Plan for the entire jurisdictional area, with implementation of six mandatory programs: 1. Public Education and Outreach 2. Public Involvement & Participation 3. Illicit Discharge Detection and Elimination 4. Construction Site Runoff Controls 5. Post-Construction Site Runoff Controls 6. Good Housekeeping & Pollution Prevention An NPDES Industrial Permit requires a comprehensive Stormwater Pollution Prevention Plan (SPPP) to identify, reduce, eliminate and/or prevent the discharge of stormwater pollutants from the industrial activity area. The DEQ recommends that you submit a new permit application for an NPDES Individual Industrial Stormwater Permit and submit a letter requesting recession of the subject permit. In the event that DEQ does not receive the requested letter and individual industrial permit application by close of business on September 3, 2019, then DEQ will proceed with the MS4 Permit compliance audit in September of this year.
