I've not had a chance to review this but will second what Alan has said. If the current culvert is perched and it is being replaced or even extended in some circumstances, the perch should be remediated with the new design. If the City believes there is some reason that the perch cannot be remediated, then they would need to show adequate justification. And also, I agree, riprap should always be imbedded. I'll try to review the PCN as soon as I can and will forward any additional comments I have at that time. Crystal C. This is a minor impact in the scheme of things. But since the piper is perched (8 inches), why can't theyjust build up the stream at the outlet, shown in red, and riprap on top of that (embedded), and allow the water to flow over. I will request the riprap to be embedded anyway, so they might as well build up the stream and then riprap. Given the size of the stream, I think the 16 ft of riprap is a bit excessive, but not going to argue the point. All riprap should be embedded.
