Upon review of your request for Water Quality Certification
to place fill material in wetlands or waters which are tributary
to Rochelle Pond for water line relocation in Halifax County, we
have determined that the proposed fill can be.covered by General
Water Quality Certification No. 2664 issued January 21, 1992. A
copy of the General Certification is attached. This '
Certification may be used in qualifying for coverage under Corps
of Engineers' Nationwide Permit No. 12.

The RRO has no problem granting emergency approval for this
project. A copy of the request is enclosed. I am personally
familiar with the proposed site, and there are no significant
uses or water quality benefits which will be lost with this
project. The RRO recommends the approval for water line
re-routing be granted, and that the 401 certification requirement
be issued with general certification or be waived. Please call if
you have further questions.

Rerouting of Raw Water Line

On February 1, 1993, Piedmont Olsen Hensley (POH), consulting en-
gineers, for the Roanoke Rapids Sanitary District (RRSD) reviewed
the current condition of the dam at Rochelle Pond and the poten-
tial impact on the water supply for the RRSD. It is their profes-
sional opinion that there is a significant risk to the the raw
water supply line should there be a failure at the dam. POH has
proceeded to advise us to treat this as an emergency situation
and has recommended that preparations be made to protect our raw
water supply line.
POH also recommended that the Roanoke Rapids Sanitary District
reroute the line in a place where it would not be vulnerable to
present and/or future danger. POH has begun preliminary drawings
to permit immediate relocation and as built drawings will be
prepared upon completion of the relocation.
POH has been requested by the District to pursue a route for the
line which would not impede nor impact the facilities of NC
Power. POH has been further instructed to reroute the line in
such a manner as to minimize the impact upon the ecology.
The RRSD is interested in complying with all regulatory agencies.
Because of the emergency nature of this problem, and the poten-
tial impact to over 25,000 citizens, we must immediately address
our professional engineer's recommendation to reroute the line.
We are advised by the engineers that they will be ready to
authorize construction within three (3) weeks of the date of this
memorandum. We would ask that if you have any questions regard-
ing this proposal, and in order to expedite the project, that you
communicate directly with Mr. John Maynard with Piedmont Olsen
Hensley at 919/782-5511.
