Site Description
The Lampes own a 2.38 acre undeveloped tract on the west side of Lark Street in Nags Head, Dare
County. The 170 ft. x 600 ft. tract lies within the Fresh Pond Public Water Supply AEC. The 500 ft.
sewage system setback line bisects the property.
The vegetation on the tract is dominated by a loblolly pine (Pinus taeda) forest with widely scattered
live oaks ( uerc virginiana), and red maple (Am rubrum). Wax myrtle (Myric? erif ) dominates the
sparse understory. There are no wetland areas on the property. There are signs to indicate that the tract is
used fairly heavily by white tailed deer and raccoons. To the west, the property backs up to a 25 ft. wide
by 6 ft. deep drainage ditch. A large stormwater retention pond is located on the east side of Lark Street.
The applicants propose to construct a 31,300 sq.ft. mini-storage warehouse facility with office and
associated parking areas. The facility will consist of 2 one story metal buildings on concrete slabs.
Building X11 will be 10,000 sq. ft. (400' x 25') and building #2 will be 21,300 sq. ft. (426' x 50') with a
1000 sq. ft. (50' x 20') office at the eastern end near Lark Street. The office will contain a private
bathroom and the associated septic system will be located between the storage buildings and Lark Street. A
concrete driveway and a 5 space parking area will be located in the southeast corner of the property off
Lark Street. Turfstone paving blocks will be used between and on the sides of the buildings to reduce
stormwater runoff. Concrete will be used at the ends of the buildings. Stormwater from the site will be
gathered in 5 and 10 ft. wide swales on the north, west, and south sides of the development and then
conveyed under Lark Street to the subdivision stormwater retention basin on the east side of Lark Street.
The western 80 ft. of the property is to be left relatively undisturbed with a vegetated buffer near the
drainage ditch.
Anticipated Impacts
Most of the 2.38 acre tract will be cleared and developed eliminating one of the last wooded areas
east of Fresh Pond. The stormwater runoff from the project will be collected in swales and directed away
from Fresh Pond. Approximately 41,364 sq. ft. of impervious surfaces and 33,415 sq. ft. of semi-pervious
surface will be located within the AEC. The 1000 gallon septic system for the office bathroom will be
located at the eastern end of the property 760 ft. from Fresh Pond and should not impact the water quality
in the pond.

Ill addition to the completed application form, the follow-
ing items must be submitted:
A copy of the deed (with state application only) or other
instnrmctrt under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
decd or other instrument under which the owner claims
title, plus written permission from the owner to carry out
the project.
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 9
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 7J.0203 for a detailed description.)
Please note that original drawings arc preferred and
only high quality copies will be accepted. Flue-line
prints or other larger plats arc acceptable only if 18 high
quality copies are provided by applicant. (Contact tire.
U.S. Army corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with lire area to the

9 CERTIFICATION AND PERMISSION
